State-owned company PT Pertamina and the provincial government of East Jawa (Jatim) had signed a memorandum of understanding (MoU) to solve the problem of location and license of the New Grass Root Refinery (NGRR) Tuban in Tuban, Jatim.

Pertamina stated in a press release on Monday that based on the MoU, the Jatim administration has supported the use of the 60-Ha land area owned by the ministry of forestry and environment in Tanjung Awar-awar, Jenu district of Tuban regency in East Java, by Pertamina for the development of the oil refinery and petrochemical plant in cooperation with Rosneft of Russia. The MoU was signed by Pertamina?s President Director Dwi Soetjipto and East Java Governor Soekarwo in Surabaya on Thursday.

Previously, the Jatim administration had planned to use the land for the development of a seaport. As a replacement, Pertamina will provide a land site for the seaport development, and is committed to developing roads to link it to the existing roads.

The Jatim administration had also stated through the MoU that it will help facilitate Pertamina in getting all necessary licenses needed for the refinery and petrochemical development.

?We?re grateful that we?ve reached agreement through this MoU. This will simultaneously solve two problems, namely the land site and the licenses needed for the NGRR Tuban,? said Dwi Soetjipto.

Previously, PT Pertamina and its Russian partner Rosneft had invited the public to provide inputs for the environmental impact assessment (AMDAL) study of the NGRR Tuban project.

Pertamina?s Director of Processing and Petrochemical Megaproject, Rachmad Hardadi said recently that the kick-off meeting for the AMDAL and the Environment and Social Impact Analysis (ESIA) was made on Dec. 14.

?In line with the existing regulations and as a follow up to the AMDAL and ESIA kick off, starting January 9 we announced the implementation of the AMDAL for the development and operation of the integrated refinery, and we invite the public to provide input and suggestions until the January 20 deadline,? he said.
