Pertamina Patra Niaga supplies 100,000 barrels of fuel to Shell Indonesia

PT Pertamina Patra Niaga, the fuel trading subsidiary of state-owned oil and gas firm PT Pertamina, has completed the delivery of 100,000 barrels of base fuel to Shell Indonesia, expanding its collaboration with private fuel retailers under a government directive from Energy and Mineral Resources (MEMR) Minister Bahlil Lahadalia.

The delivery marks Shell’s first confirmed supply after private operators—including Shell, BP-AKR, and Vivo—faced fuel shortages earlier this year due to exhausted import quotas. Pertamina Patra Niaga had earlier supplied 100,000 barrels each to BP-AKR and Vivo.

Pertamina Patra Niaga Corporate Secretary Roberth MV Dumatubun said the supply to Shell reflects the company’s commitment to supporting the government’s mandate and maintaining national energy resilience.

“Supplying Shell Indonesia demonstrates that Pertamina Patra Niaga is not only ready to meet the needs of Pertamina’s own retail network but also capable of serving as a strategic partner for private fuel operators. This 100,000-barrel delivery brings our total supply to BP-AKR, Vivo, and Shell Indonesia to 430,000 barrels, underscoring our strong and responsive supply capability,” Roberth said on Friday.

He stressed that the supply process follows applicable regulations and adheres to strict compliance and governance standards under a Business-to-Business (B2B) mechanism.

“With good faith, transparency, and adherence to Good Corporate Governance practices, Pertamina Patra Niaga and Shell Indonesia are committed to ensuring fuel availability and reliable energy distribution for the public,” he added.

The B2B process included confirmation of Shell’s volume requirements, supplier tendering conducted under GCG principles, repeated verification with the customer, joint surveying, and an open-book mechanism for commercial negotiation. The shipment was subsequently unloaded and received by Shell for distribution to its service stations.

“The fuel supplied to Shell Indonesia has met all requirements requested by the company, reflecting our commitment to following through on the government’s directives,” Roberth said.

He added that collaboration between Pertamina and private retailers demonstrates that ensuring energy security is a shared responsibility. “With the spirit of collective effort, we hope energy services become more equitable and beneficial for all Indonesians,” he said.

The delivery follows Shell Indonesia’s confirmation last week that its B2B negotiations with Pertamina Patra Niaga had reached the final stage. The Ministry of Energy earlier said Shell agreed to purchase one cargo of base fuel—equivalent to around 100,000 barrels—with the shipment scheduled to arrive on November 24 or 25.
