Pertamina-PGN: EPCIC PQ invitation for W. Java LNG floating terminal

ANNOUNCEMENT FOR PRE-QUALIFICATION
LNG Floating Terminal West Java
EPCIC CONTRACT
(REF. No. FTL-03-P-PQ-001-A4-0)

A Joint Cooperation between PT. Pertamina (Persero) and PT. Perusahaan Gas Negara (Persero) Tbk (PGN) (hereinafter referred to as COMPANY) intends to buy LNG and sales a gas. Therefore COMPANY intends to procure an ING Floating Storage and Regasification Terminal (FSRT), sub-sea gas pipeline and Onshore Receiving Facility (ORF) facilities at the receiving point at Muara Karang power plant site, North Jakarta.

COMPANY will be the main supplier of the gas, with PT. Perusahaan Listrik Negara (Persero) (PLN) as the major user. The gas will be used as fuel for PLN?s Power Plant to fulfill the growing electricity demand for Java-Madura-Bali and the remaining portion of the gas will be utilized by PGN and Pertamina for their national gas distribution network for West Java area.

The capacity of the Floating Terminal is planned to be 3.0 MTPA, and the gas will be supplied from the receiving point in Muara Karang.

COMPANY as the Operator & the Owner for the proposed FSRT facility, herein announce their plan to pre-qualify suitable Contractors for the provision of an Engineering, Procurement, Construction, Installation, and Commissioning (EPCIC) contract associated with the FSRT facility, consisting of the following:

? Sub-sea pipeline between FSRT& ORF (24? x 14,7km) including shore approach & HDD at Muara Karang site;
? Onshore Receiving Facility (ORF) complete with associated utilities @ Muara Karang power plant site to supply gas @500 MMSCFD

The Contractor shall be responsible for completing all necessary design and engineering activities including all analyses, design, drafting and the preparation of all deliverables and documentation necessary, In accordance with best engineering practice, to correctly detail the procurement and fabrication phase of the project. Associated procurement, fabrication, installation and hookup activities for the complete scope will also be included in this support provision.

Tentative timing for EPCIC contract award is in June to July of 2010.

Contractors interested in contending for the Work that can truly meet the requirements set out below are invited to participate in the

Pre-Qualification stage as directed herein:

Basic Requirements:
a) Original letter on contractor?s letterhead paper, with clear address and contractable telephone and fax numbers, requesting participation in this bid.

b) For Indonesian Companies (either agents or subcontractors), the following additional information is required:

I. Valid certificate Surat ijin Usaha Jasa Konstruksi (SIUJK) and Sertifikat Badan Usaha (SBU) jasa pelaksana konstruksi registered In LPJK which clearly describe that have capability to engineer, procure, construct, and installation of gas pipeline;
II. Valid Surat Ijin Usaha Perdagangan (SIUP), Tanda Daftar Perusahaan (TDP) and nomor Pokok Wajib Pajak (NPWP);
III. Valid article of Association and its related amondmonts;
IV. Valid MIGAS Registration;
V. Proof of payment of taxes for the latest tax year, latest Setoran Pajak Tahunan (SPT/PPh) and monthly report of PPh Article 23 or Article 21/Article 23 or PPN, for at least the latest three months ;and
VI. Valid ISO 9001 accredited Quality Management System certificate.

c) Have a proven, demonstrated track record and capability of completing similar scale EPCIC style contracts as the lead contractor (not as a subcontractor to another EPC contractor) in the last Ten (10) years, Such experience must involve detailed design, procurement, fabrication, installation, and commissioning of scopes similar in content to that outlined above.

d) Have sufficient manpower, resources and capacity to complete the required services within the nominated schedule.

e) Able to demonstrate substantial levels of Indonesian content.

Registration Schedule:
Contractors Interested in participating in the Pre-Qualification stage shall formally register by submitting all the above documentation, at the address given below not later than: 16.00, 10th March 2010 local Jakarta time.

Pre-Qualification Document:
Pre-Qualification Document can be directly obtained from JC Procurement Committee by showing Power of Attorney from Authorized Company director during period of 23rd to 25th February 2010 between 08.00-11.30 and 13.00 -16.00 hrs local Jakarta time.
