PLN announces tender for four power projects

The four projects are PLTU Bangka-1 (2 x 100 MW), PLTU Kalselteng-3 (2 x 100 MW), PLTU Kaltim-3 (1 x 200 MW), and PLTU Kaltim-6 (1 x 200 MW).
Pre-qualification document phase opens on Aug. 11-25, 2016 for bidders who are experienced in developing power plants. Tender participants will undergo a competitive selection. Aspects to be evaluated during the selection process are the capability of the tender participants in developing IPP projects, their experience in developing power plants and their financial strength.
?The four projects are part of the 35,000 MW program. In the tender, PLN will carry out a more competitive selection so that the tender winners will be those who are qualified to support this acceleration program,? PLN?s Senior Manager of Public Relations Agung Murdifi said.
Tender winners are tasked to develop, finance and operate the project won by each of them through Build-Own-Operate-Transfer (BOOT) scheme over a period of 25 years in Power Purchasing Agreement (PPA). Besides, they will have to build transmission lines and supporting facilities that will should be transferred to PLN as special facilities. As for PLTU Kaltim-3 project, the tender winner will have to cooperate with PLN?s subsidiary as project sponsor to build SPC and execute PPA.
In order to support local content usage (TKDN), tender winners are obliged to use boilers, cables, cubicles and steel products formed, produced and assembled by experienced producers in Indonesia. As for Balance of Plant (BOP) in particular, some parts should be produced and assembled by strategic state owned firms (SOE) namely PT PAL Indonesia (Persero), PT Bosma Bisma Indra (Persero), PT Barata Indonesia (Persero), and PT Pindad (Persero). The TKDN in the 35,000 MW projects has now reached 40 percent of the total investment.
The four power projects are listed on PLN?s Power Provision Business Plan (RUPTL) 2015-2016. The power projects are targeted to achieve Commercial Operation Date (COD) in 2019. Once they have come into operation, electrification ratio in Sumatra and Kalimantan will increase, PLN said.
