PLN announces three winning bidders for 300-400 MW coal-fired power plants

State electricity company PT Perusahaan Listrik Negara (PLN) has determined three winning bidders for the construction of 300-400 MW class coal-fired power plants as part of the government fast track program designed to provide an additional power supply of 10,000 MW.

 

The winning bidders are consortium Dong Fang Electric Corporation-Dalle Energy that has won the right to build two coal-fired power plants - Pacitan in East Java and Teluk Naga in Banten - and consortium Shanghai Electric Corporation-Maxima Infrastructure that has won the right to build Pelabuhan Ratu power plant in Banten.

 

PLN’s head of tender committee for the construction of 300-400 MW class coal-fired power plants Tondojoyo Suyono said in Jakarta Wednesday that the contract (on the construction of the three coal-fired plants) was targeted to be signed next month.

 

Dong Fang offered bidding price of 4.3452 U.S. cents per kWh in the tender for the construction of Pacitan coal-fired power plant with a capacity of 2x315 MW, defeating other bidders - Shanghai Electric and consortium Harbin Power – that offer the bidding price of 4.3552 U.S. cents per kWh for the capacity of 2x350 and 4.9110 U.S. cents per kWh for 2x350 MW respectively.

 

Meanwhile, in the tender for the construction of the Teluk Naga coal-fired power plant, Dong Fang offered bidding price of 4.4391 U.S. cents per kWh for the capacity of 3x315 MW.  Other bidders are consortium China International Trust and Investment Corporation-PT Pembangunan Perumahan-Hutama Karya that offered the bidding price of 4.6913 U.S. cents per kWh for the capacity of 3x330 MW.

 

As for the tender for the construction of Pelabuhan Ratu-coal fired power plant, consortium Shanghai offered the bidding price of 4.3059 U.S. cents per kWh for the capacity of 3x350 MW. It defeated consortium China National Machinery and Equipment Export-Import Corporation (CMEC)-Mega Power and consortium Guangxi Electric Power-Adi Karya that offered the bidding price of 4.4440 U.S. cents per kWh for the capacity of 3x350 MW and 4.5931 U.S. cents per kWh for the capacity of 3x330 respectively.

 

PLN’s director for power and primary energy affairs Ali Herman Ibrahim said that the construction of 300-400 class coal-fired power plants is expected to be completed within 36 months, he said.

 

According to him, PLN has yet to give incentive to the winning contractors that will be able to complete the construction of the power plants sooner (than the original schedule.

 

Earlier, PLN’s president director Eddie Widiono said that a study was underway on the possibility of giving an incentive (to contractors) so that the power plants would be ready for operation in 2009. (godang)
