PLN assigned to purchase electricity from photovoltaic power stations

State-owned electricity firm PT PLN has been assigned to purchase electricity from photovoltaic power stations operated by entities which have been named as developers of the plants, according to a new Ministerial Regulation No 19/2016 recently issued by then minister of energy and mineral resources Sudirman Said.
According to the copy of the regulation obtained by petromindo.com on Wednesday, the price of electricity produced by photovoltaic power stations is determined by taking into consideration the capacity quota per region.
The regulation says that the capacity quota per region shall be determined by the minister based on PT PLN electricity network system with total quota capacity of at least 5,000 MW to be offered in stages with the electricity purchasing price from the photovoltaic power stations can vary at each stage.
According to the regulation, the purchasing price by PLN of electricity from photovoltaic power stations has already covered the cost for connecting the plant to PLN network. It added that the price is non-negotiable and without price escalation. The price applies since the power station has entered commercial date of operation (COD) in accordance with the schedule as agreed in the power purchase and sale agreement (PPA).
The regulation says that the PPA is valid for 20 years and can be extended.
The purchase of the electricity by PLN uses the rupiah currency, based on exchange rate of Jakarta Interbank Spot Dollar Rate (JISDOR) when the PPA was signed.
