PLN: Direct selection for purchasing electricity from IPP of 2 x 150 MW Riau mine-mouth power plant

DIRECT SELECTION
FOR PURCHASING ELECTRICITY FROM IPP OF 2 X 150 MW RIAU
MINE COUTH COAL FIRED STEAM POWER PLANT IN RIAU PROVINCE

PT PLN (PERSERO) hereby acknowledges to the public its Intention for purchasing electricity from IPP of Riau Mine Mouth CFSPP 2 x 150MW on which will be built in Riau Province by independent Power Producer. Commercial operation date of the power plant is expected in 2012 and its power will be delivered through 150 kV transmission line to the nearest PLN?s Grid in Riau Province.

PLN intends to Pre-qualify parties whom have interest as the Developer of the IPP?s power plant with build own and operate (BOO) scheme. Pre-qualification criteria will be based on the Applicant?s satisfactory demonstration of

1. Evidence of owning or controlling coal mining authorization (KP) in Riau Province with appropriate coal heat content and proven reserve capacity.

2. Successful design, engineering, procurement, construction, commissioning, operating, and maintaining of IPPs or EPC coal fired steam power plants with project size of 100 MW or larger.

3. Financial capability as evidenced by audited financial report for the last three (3) years and a certificate from the Reputable Financial Institutions. The Applicant financial capability shall be sound and satisfactory to provide up to 35% equity of the total project cost and eligible to obtain appropriate credit line to cover total project cost from the reputable financial institutions.

Pre Qualification Application may be obtained from June 27, 2008toJuly4, 2008 after payment of a non refundable fee in the amount of Rp. 1.000.000,- (one million rupiah), Submission date of the Application is July 10,2008 which shall be hand delivered during office hours at the following address:
