PLN extends pre-qualification for Tanjung Jati B coal shipping services

SECOND INVITATION TO PRE-QUALIFY FOR TENDER PROCESS
COAL SHIPPING SERVICES FOR
TANJUNG JATI B STEAM POWER PLANT (2 X 660 MW)

Further to the advertisement dated 13 August 2004 in ?Kompas and Suara Merdeka?, due to limited Registrants submitting Pre-Qualification Proposals, PT Perusahaan Listrik Negara (Persero) (?PLN?), represented by PT. PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B, once again invites additional interested parties to register for (each a ?Registrant?) and to participate in the Pre-Qualification for Coal Shipping Services to transport the coal (approximately 4,000,000 tons per annum) for Tanjung Jati B Coal Fired Power Plant which located in Central Java, Indonesia. Participation in the tender process beyond the Pre-Qualification Stage is limited to those companies that are qualified in the Pre-Qualification process by PLN (?Qualified Registrant?).

The transportation of the coal will be implemented under the terms and conditions of a Coal Shipping Agreement (?CSA?). Payments to the Shipping Company under the CSA will be financed by PLN?s Budget.

To participate in the tender, the Registrant shall be a shipping company and must fulfil the following minimum basic criteria (the ?Basic Criteria?) directly or indirectly through a subsidiary or affiliate:

1. more than five (5) years experience as of the date of this invitation as as ship owner and preferably having valid ISO 9001:2000 certification is respect of shipping services, and
2. at least one (1) contract excuted within the last five (5) years prior to the date of this Invitation representing an annual carriage of at least one (1) tonnes in respect of the transportation from within domestic Indonesia of dry bulk commodities, and
3. more than one (1) year?s experience as of the date of this Invitation as a carrier of coal (as principal and not as agent or broker).

In case the Registrant is a consortium (the ?Consortium?), the leader of the Consortium must be a Registrant and Pre-qualified by fulfilling the Basic Criteria on its own merits, or through its subsidiary or affiliate. An ?affiliate? of the Registrant is a company at least twenty per cent (20%) of whose shares are owned (directly or indirectly) by the Registrant and whose accounts are consolidated (directly or indirectly) into the accounts of the Registrant.

All interested parties may purchase the Pre-qualification Documentation from PLN, at the following address between 09.00-15.00 WIST starting from 15 up to 22 December 2004, upon cash payment of a non-refundable fee two hundred fifty thousand Rupiah (Rp250.000)

Sealed Pre-qualification proposal must be delivered by hand (not mail) to the above address not later than 16.00 WIST on 4 January 2005.

PLN shall have the right without further notice to disqualify any Registrant or Bidder failing to comply with the requirements set out in the Tender.
