PLN: Invitation for bids for mobile power plant Nias (25 MW)

FOR MOBILE POWER PLANT NIAS (25 MW)
1. As part of the 35.000 MW Acceleration Program, and in order to increase electric power supply to industry, businesses and households in North Sumatera, PT PLN (Persero) (hereinafter refer to as PLN) must enhance its generation capacity. To achieve this objective, PLN hereby invites Bidders for the design, execution and completion of the Mobile Power Plant Nias (25 MW) Project which consist of EPC and 5 (five) years Operation and Maintenance (O&M).
2. PT PLN (Persero) invites sealed bids for an international Competitive Bidding that implementing a single stage two envelopes bidding process for a project
Title: Mobile Power Plant Nias (25 MW)
Net Output (MW): 25 MW + 20%
Engine: Gas Engine / Gas Turbine
3. The project is located in Humene Village, Gunung Sitoli Idanoi Sub District, G. Sitoli Regency, North Sumatera Province. The scope of works shall be on a full EPC Lumpsum basis except for piling works will be on the unit price basis. The scope comprises design, manufacture, inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. Detail of scope of work is stated on Bid Document.
4. The Bidder shall be Local Company or Local Company who has voluntarily formed Joint Venture/Joint Operation/Consortium with Local Company or company from Organization for Economic Co-operation and Development (OECD) Country members which has diplomatic relation with Indonesia.
The Leader of Joint Venture/Joint Operation/Consortium shall be Local Company.
The Bidders shall include O&M Company as a member of Joint Venture/Joint Operation/Consortium.
5. In order to qualify, Bidders must demonstrate that they have completed at least I (one) EPC Contract within the last 10 years as follows:
For Leader of Joint Venture/Joint Operation/Consortium:
- One (1) Gas Power Plant for 10 MW & larger having achieved satisfactory records one (1) year.
- within the last ten (10) years
For member of Joint Venture/Joint Operation/Consortium from OECD country:
-Thermal Power Plant for 25 MW or larger having achieved satisfactory records for two (2) years or One (1) Coal Fired Steam Power Plant 10MW or larger per unit having achieved satisfactory records for one (1) years
- Min sharing 20% for the experience
For O&M Company member shall be from Local Company or Company from OECD country member and demonstrate their Operation and Maintenance (O&M) management capabilities:
- Power Plant O&M services work within the last fifteen (15) years
- O&M Contract for Thermal Power Plant
6. The Proposed of Main Equipment shall fulfill the following requirements:
The Gas Engine/Gas Turbine shall be OEM and originally manufactured from OECD Country that has diplomatic relation with Indonesia, and must demonstrate that it has at least one (1) reference unit in successful operation for at least 2000 actual operating hours with more than 80% availability factor, or two (2) years operation in daily start stop operating modes.
The Gas Engine/Gas Turbine shall be suitable for natural gas fuel find oil fuel (HSD fuel) Transformer shall be locally manufactured Meet all other requirements set forth in the Bid Document.
7. PLN shall finance the project using PLN Own Budget.
8. Bidders shall fulfill financial requirement as set forth in the Bid Document. Bidders shall submit with their application a recent valid document.
9. Bidders may register and collect the bid document from December 30, 2016 ? January 27, 2017, after payment of a non refundable fee in the amount Rp. 10.000.000,-(ten million Rupiah), at the address below:

10. Site Visit will be conducted within the period of one (1) weeks from the date of this invitation for bids, time to be informed later.
11. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 14:00 PM local time on January 30, 2017 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 2 above.
