INVITATION FOR BIDS
FOR
SCATTERED TRANSMISSIONS AND SUBSTATION PROJECT
The Government of Republic of Indonesia has allocated a Credit Export loan from any International Reputable Bank towards the cost of Scattered Transmissions and Substations Project for Subsystem Jakarta and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.
PT PLN (Persero), the Employer, now invites sealed bids from eligible bidders from all countries for the design, manufacture, supply, installation, testing and commissioning of: Scattered Transmissions and Substations by following packages:
* Package-1: 500/150 kV (IBT) Interbus Transformers - New for Muara Tawar and Duri Kosambi, including spare IBT for Kembangan, Cawang, Gandul and Cilegon
* Package-5: Reconductoring and New 150 kV Transmission Lines and New 500 kV Transmission Lines Duri Kosambi-Kembangan
* Package-8: 150kV Gas Insulated Switchgear for Daan Mogot and Semanggi Barat
Providing the offer of finance supported by financial institution is a mandatory requirement and shall cover not less than 85% of the project cost under buyer?s credit financing scheme.
International Competitive Bidding will be conducted in accordance with two stage bidding procedure and is open to all Bidders from eligible source countries.
Eligible Bidders shall have specific experiences to manage, in full turnkey basis, of:
? 2 Projects of 500 kV Interbus Transformer for Package-1
? 2 Projects of 150 kV Overhead line for Package-S
? 2 Projects of 150 kV Gas Insulated Substation forPackage-8 as apart ofpost-qualification criteria as stipulated in the Bidding Document.

Interested eligible bidders may collect the bidding document by register to the address above, starting from 3 March 2010 between 09.00- 15.00 WIST upon payment of non-refundable fee for each package in cash.
Site visit will be carried out from 17 March 2010 to 19 March 2010 and the Pre-bid Conference will be held at the above address on 24 March 2010. -
Bidders shall deliver their stage I bid?s Proposal in sealed envelopes and clearly marked ?Bid Proposal for Scattered Transmission and Substations Project - Package-[no.] - Stage I? to the address above before or not later than 19 May 2010 at 10.00 am WIST, together with Bid Security of an amount as indicated in bidding document in a freely convertible currency. Late bids will be rejected.
Bids will be opened immediately at the address above in the presence of the bidders representatives who choose to attend. In the comparison of bids, Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document. The final evaluated bid price shall be determined using present value method based on the evaluated bid price and offer of finance including financial cost proposed by the Bidders. The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
