PLN: Invitation for bids of Bangkanai gas turbine/gas engine & Kupang gas engine power plants

1. BANGKANAI GAS TURBINE POWER PLANT / GAS ENGINE POWER PLANT (PEAKER) STAGE 2(140 MW) KALIMANTAN TENGAH PROJECT
AND
2. KUPANG GAS ENGINE POWER PLANT (PEAKER) 40 MW PROJECT
1. As part of the 35,000 MW Acceleration Program, and in order increase electricity power supply to industry, businesses and households in Kalimantan and Nusa Tenggara Timur, PT PLN (Persero) (PLN) must enhance its generation capacity. To achive this objective, PLN hereby invites Bidders for the design, execution and completion of the Projects which consist of an EPC and 5 (five) years Operation and Maintenance (O&M).
2. PLN invites sealed bids for an International Competitive Bidding that implementing one stage two envelops bidding process for dual fuel gas turbine/gas engine with total net capacity output 140 MW and Maximum tolerance 140 MW + 10% for Bangkanai Peaker Project and dual fuel gas engine with net plant output shall be 40 MW and Maximum tolerance 40 MW + 20% for Kupang Peaker Project.
3. The scope of works shall be on a full EPC Lumpsump basis except for piling works will be on the unit price basis. The scope comprise design, manufacture, inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery at site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. Detail scope of work is stated in Bidding Document.
4. Bidder shall be local company who has voluntarily formed JV/ JO/ Consortium with the company from OECD country which has diplomatic relation with Indonesia.
Leader of JV/ JO/ Consortium shall be local company.
Bidder shall include O&M company as a member of JV/ JO/ Consortium.
5. Project financing for Bangkanai Peaker Project is Export Credit Agency (ECA), the Lender shall be proposed by Bidders and bound to the Bidder and for Kupang Peaker Project is PLN Own budget.
6. Bidder shall fulfill financial requirement as set forth in the Bidding Document. Bidders shall submit with their application a recent valid document
7. Foreign company shall fulfill minimum requirement of 5A2 D&B rating or investment grade from international reputable company. Local company shall fulfill minimum requirement of 4A3 D&B rating or investment grade from international reputable company.

The Bidder may register to collect the Bidding Document for each projects from September 19th - October 18th, 2016 at the following hours: 09.00? 15.00 West Indonesia Standard Time after payment of a non refundable fee in the amount of Rp 10,000,000.- (Indonesian Rupiah ten million) for Kupang Gas Engine Power Plant (Peaker) 40 MW Project and Rp 15,000,000,-(Indonesian Rupiah fifteen million) for Bangkanai Gas Turbine Power Plant/Gas Engine Power Plant (Peaker) Stage 2 (140 MW) Project, at the following address:

The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not latter than 2 PM local time on October 20th, 2016 for Bangkanai Peaker Project and for October 19th, 2016 for Kupang Peaker Project to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 2 above
