PLN: Invitation for PQ EPC works for Central Java coal-fired IPP project

CENTRAL JAVA COAL-FIRED IPP PROJECT
NOTICE OF REQUEST FOR PREQUALIFICATION

1. PT PLN (Persero) (?PLN?), an electric utility company owned by the State of the Republic of Indonesia intends to implement a coal-fired Independent Power Producer (IPP) project in Central Java (?the Project?) through a competitive selection process. The Project will utilize super critical boiler technology and have an installed capacity of up to 2,000 MW. The Project will be implemented under Presidential Regulation 67/2005, a legal frame work for public-private partnerships (PPP) in infrastructure projects.

2. PLN is now extending a Request for Pre qualification (?PQ?) to parties interested in participating in the competitive selection process to select the IPP. The selected IPP will enter into a thirty (30) year Power Purchase Agreement with PLN.

3. The selected IPP Will develop, finance, construct and operate the Project on a Build-Own-Operate (BOO)/Build-Own-Transfer (BOT) basis; and finance and construct the associated 500 kV transmission line, which will be transferred to PLN as a special facility.

4. The prequalification process is intended to select qualified applicants that are eligible to participate in the international competitive bidding to select the project sponsor. PLN seeks to pre-qualify interested parties who have previous international experience in implementing power generation projects of comparable size as the Project. The qualification criteria are based on technical, financial and legal standing, and are designed to demonstrate a proven track record in developing, financing, constructing and operating large thermal power plants. In addition, qualified applicants must meet certain business criteria, demonstrate a minimum financial strength and be of good legal standing.

5. Interested parties are invited to submit PQ applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project.

6. The Pre-Qualification Document will be available and can be collected starting June 22, 2009 up to July 1, 2009 from 09.00 am until 03.00 pm WIST with a payment of non-refundable IDR 10 million (bycash) at the following address:
