PLN: Invitation for re-tender EPC works for a computerized coal blending system Suralaya power plant

INVITATION FOR RETENDER
EPC WORKS FOR A COMPUTERIZED COAL BLENDING SYSTEM
SURALAYA COAL FIRED STEAM POWER PLANT (?Suralaya CFSPP?)

1. PT. Indonesia Power as project owner (?Owner?), a wholly owned and subsidiary of PT. PLN (Persero) is a power company who owns about 9,000 MW installed capacity power plant in Java -Bali System, including the 7 units of CFSPP having total capacity of 3,400MW in Suralaya.

2. On November17, 2008, Owner had invited Contractors or Consortiums to submit, it Technical and Commercial Proposals of an EPC Works for a Computerized Coal Blending System located in Suralaya CFSPP (?Project?). However only few Contractors or Consortium submitted the Proposals.

3. Herewith, Owner intents to re-invite EPC Contractors or Consortiums to participate in the re-tender of the Project which will be started with Pre-Qualification Process.

4. The Scope of works of the Project will consist of design, engineering, procurement, construction and commissioning of a complete set of a Computerized Coal Blending System and integration of such system with the existing coal handling facilities in Suralaya CFSPP, including at needed interfacing materials and devices, that are capable to supply approximately 2,000 ton/hr blended coal to 7 (seven) Units of the Suralaya CFSPP( ?Project?)

5. The Project is listed as high priority in PT Indonesia Power?s Annual Budget Year 2008 and 2009.

6. Qualification of Contractor (s) or Consortium (s) (?Applicant?);

(a) An EPC Contractor who had experiences to build a complete Computerized Coal Blending System in Indonesia or overseas, with capacity of at least 600Ton/hr, OR;

(b) A Consortium of several EPC Contractors who has experiences in Coal Handling System with Capacity of at least 600 Ton/hr, AND a company/a sole agent of a coat blending software, OR;

(c) A Consortium of several EPC Contractors who has experiences in Coal Handling System with Capacity of at least 600 Ton/hr, AND is supported by a company/a sole agent of a coal bleeding software.

7. The Applicant shall have sound financial conditions and be able to demonstrate its financial strengths to complete the Project timely. Applicant is required to submit evidence of its financial strengths in the form of a Support Letter Issued by a bank and/or its last two (2) years audited financial statements showing minimum annual Applicant?s Revenue of USD 6.0 Million

8. The Applicant shall be a qualified local company (?Bukan Golongan Usaha Kecil); or a foreign company who is in partnership with a qualified local company. The partnerships should be in the form of a Joint Operation or a Consortium, as evidenced by a Consortium Agreement or a Joint Operation Agreement signed by authorized person from each member of the Consortium or Joint Operation.

9. Applicant is required to submit all data and information necessary to support and demonstrate Applicants qualification and ability to handle similar works as stipulated in point 4 above. The Owner may contact or make clarification to any third party or company who is referred to by the Applicant without requiring the Applicants consent or permission.

10. Registration and collection of Pre-Qualification Document will be available during working hours (8am - 4 pm Western Indonesia Time), on December 15, 2008, until January 09, 2009 - except during public holidays, at:

11. Collection of Pre-Qualification Document will be available after Applicant has made full payment of IDR 10,000.000 or equivalent and submitted original copy of a power of attorney if represented by unauthorized person.

12. Applicant shall submit documents as requested in the Pre-Qualification Document by the latest on January 15,2009 at 16.00 pmWestern Indonesia Time, All documents submitted original than the submission deadline shall be rejected.

13. All submitted documents with become The Owner?s properties. Owner shall reserve the right to reject any Application that is deemed unqualified in the Owner?s sole opinion.

14. Applicants who are Pre-Qualified the previous Pre-qualification Process and are still wishing to participate In tender process a without changing their member of Consortium must re-register in this re-tender Process without purchasing the Pre-Qualification Document but is required to submit an interest letter.
