PLN: Invitation to bid for Lahendong geothermal power plant

RENEWABLE ENERGY DEVELOPMENT SECTOR PROJECT

1. The Republic of Indonesia has received a loan from the Asian Development Bank (ADS) towards the cost of the Renewable Energy Development (RED) Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADS.

2. PT PLN (Persero) (the Employer) now invites sealed bids from eligible bidders for the design, supply, transportation to site, construction, installation, testing and commissioning of a complete geothermal power plant (the Facilities) under the following Contract Package as part of the RED Project Lahendong IV Geothermal Power Plant Project (1 x 20 MW) North Sulawesi, Indonesia

3. Eligible bidders must meet the following post qualification criteria as stipulated in the Bidding Document including:

* Participation as a Contractor or member of a JV or consortium In EPC contracts for the construction of at least 2 similar geothermal power plants in a developing country out side the Bidder?s country of origin or in Indonesia within the last 10 years each with a capacity 20 MW or greater in which the Bidder?s individual portion of the contract was not less than US$27 million.

* Experience as a manufacturer of geothermal turbine / generator equipment, Including 2 geothermal turbines and 2 generator units of not less than 20 MW within the last 10 years which have been in continuous commercial operation for a minimum of 2 years.

* Experience as lead design firm for not less than 2 geothermal power plants within the last 10 years of a nature and complexity comparable to the proposed contract, each with Installed capacities of not less than 20 MW.

* Experience as Contractor or Sub-contractor in the construction of not less than two high-voltage (150 kV) switchyards (or sub-stations) within the last ten (10) years.

4. International competitive bidding will be conducted In accordance with ADS?s single-Stage: One Envelope Bidding Procedure, All bid forms will be provided in both hardcopy and softcopy and will be required to be completed and submitted in both hardcopy and softcopy.

6. To purchase the bidding documents In English, eligible bidders should:
Collect the documents from 3l March 2009
a) Visit the office of PT PLN (Persero) at the address above and pay, a non-refundable fee of Rp 5,000,000 or USD 500 in cash or bank draft in favour of PT PLN (Persero);
or
b) Request for delivery by sending a written application to the office of PT PLN (Persero)at the address above. The application must include a bank draft in favour of PT PLN (persero) for the amount of Rp5,500,000 (local delivery) or USD 750 (overseas delivery). The document will be sent by courier. No Liability will be accepted for loss or late delivery.

7. Deliver your Bid:
? To the address above.
? On or before 15:00(WIST)on 29June 2009.
? Together with a Bid Security of USD 800,000 which must be included with the Bid.

Bids will be opened immediately after the deadline in the presence of bidders? representatives who choose to attend at the address above.

8. When comparing Bids, ADB?s Domestic Preference Scheme will be applied in accordance with the provisions stipulated In the Bidding Document
