PLN: Invitation to bid for Timor-1 Coal Fired Steam Power Plant (2x50 MW)

FOR TIMOR-1 COAL FIRED STEAM POWER PLANT (2X50 MW)
1. As part of the 35.000 MW Acceleration Program, and in order to increase electric power supply to industry, businesses and households in Nusa Tenggara Timur, PLN hereby invites Bidders for the design, execution and completion of Timor-1 Coal Fired Steam Power Plant (2x50 MW) with minimum Net Output 50MW and maximum Net Output 50MW +10% each unit which consist of EPC and 5(five) years Operation and Maintenance (O&M).
2. PT PLN (Persero) invites sealed bids for an International Competitive Bidding that implementing a two stages bidding process pasca qualification.
3. The scope of works shall be on a full EPC Lumpsum basis except for piling works will be on the unit price basis. The scope comprises design, manufacture, Inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. Detail of scope of work is stated on Bid Document of the TIMOR-1 CFSPP (2x50 MW) (hereinafter referred to as the ?Works?). The Works are located on Panaf Village, West Kupang Regency, of Nusa Tenggara Timur Province of the Republic of Indonesia.
4. Type of boiler shall the CFB Boiler. Bidders who propose the boiler type other than CFB Boiler shall be subject to rejection.
5. The proposed project will be financed by PLN Own Budget.
6. The Bidder shall be Local Company who has formed Joint Venture/Joint Operation/Consortium with Company(s) Organization for Economic Co-operation and development (OECD) Country members which has diplomatic relation with Indonesia. The Bidders shall include O&M Company as a member of Joint Venture/Joint Operation/Consortium.
7. The qualified Bidders criteria will be based on the satisfactory demonstration but not limited to:
?Leader of Joint Venture/Joint Operation/Consortium shall be local company and shall demonstrate that the Bidder has experience at least one (1) Unit Coal Fired Steam Power Plant projects in the last twenty (20) years and successful operation for more than one (1) year with minimum output is 10 MW in total and has share of the previous project minimum 10% of the works.
?The member as EPC Contractor of a Joint Venture/Joint Operation/Consortium from OECD Country members which has diplomatic relation with Indonesia shall demonstrate that the Bidder has successfully completed at least two (2) EPC Contract within the last twenty (20) years for Coal Fired Steam Power Plant project having achieved satisfactory records for two (2) years of operation with plant capacity minimum 50 MW
?The member of a Joint Venture/ Joint Operation/ Consortium from Local Company shall demonstrate that the Bidder has successfully completed at least one (1) EPC Contract of Unit Coal Fired Steam Power Plant projects in the last twenty (20) years and successful operation for more than one (1) year with minimum output is 10 MW in total.
?The member as O&M Company of a Joint Venture/Joint Operation/Consortium shall be Local Company or Company from OECD country which has diplomatic relation with Indonesia, and shall demonstrate their Operation and Maintenance management capabilities, comprehensive qualification and experience list based on the following:
? O&M Contract for Coal Fired Steam Power Plant with PC or CFB boiler type within the last 15 year
8. The Proposed of Main Equipment shall fulfill the following requirements:
?The CFB Boiler or Steam Generator shall be locally manufactured product or manufactured from OECD Country.
?The Steam Turbine ? Generator shall be Original Equipment Manufacturer (OEM) and originally manufactured in OECD country which in diplomatic relation with Indonesia
?Transformer shall be locally manufactured product.
?The DCS system shall be locally manufactured product or originally manufactured from OECD country which in diplomatic relation with Indonesia.
?Meet all other requirements set forth in the Bid Document.
9. Bidders shall fulfill financial requirement as set forth in the Bid Document. Bidders shall submit with their application a recent valid document.
10. Eligible Bidders may register and obtain the Bid Document from February 22,2017?May 9, 2017 after payment of a non-refundable fee in the amount of Rp. 15,000,000 (Indonesian Rupiah fifteen million) for Bid Document at:

11. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 14:00 PM local time on May 10, 2017 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 10.
