PLN: Invitation to re-tender for MCV coal for Tanjung Jati B power plant

INVITATION TO RE-TENDER FOR MCV COAL (LOT-1D)
FOR TANJUNG JATI B STEAM POWER PLANT (2 x 660 MW)
PT. PLN (PERSERO), represented by its internal strategic business unit, PT PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B, now invites coal mining companies (?Bidder?) to participate in the re-tender for the supply of MCV (Medium Calorific Value) Coal (Lot-1D) for Tanjung Jati B Steam Power Plant located in Jepara, Central Java, further to the advertisement dated 14October 2008.
1. Bidder is requested to propose a coal (?Proposed Coal?) for 300,000 up to 1,000,000 metric tons per annum for a period of five (5) year, with an option for additional 1 to 5 years, commencing from April 2009 as tentative schedule.
2. In the case that the awarded Bidder?s proposal with the lowest evaluated price supply in the quantity less than 1.0 million ton, PLN in his sole discretion appoint the second lowest evaluated price Bidder to supply the balance of the quantity at a price equivalent to the same evaluated Rupiah per kWh price of the lowest evaluated price.
3. Calorific Value of the Proposed Coal by the Bidder shall be above 5,400 kcal/kg on Gross As Received basis (the Reject Limit).
4. Terms of Delivery is FOB basis at the Loading Port with a Bidder?s guaranteed loading rate at Port of Loading, using panamax size of vessel (up to 70,000 DWT).
5. Potential Bidders shall satisfy the following minimum basic criteria (the ?Basic Criteria?);
a. The Bidder shall be a coal mining company registered under the law of Indonesia in possession of the necessary Coal Concession Agreement (s) with the relevant Government Authorities for the mining area, In the form of a Coal Contract of Work (PKP2B = Perjanjian Kerjasama Pengusahaan Pertambangan Batubara) or Mining Authorization (KP Kuasa Pertambangan), as well as the AMDAL approved by the relevant Government Authority.
b. The Bidder shall for at least the last 12 months be a reliable Supplier with a minimum actual delivery of 500,000 metric tonnes of the proposed coal for the last 12 months and which complies with the quality requirement as specified in this RFP, which shall be demonstrated by the shipping record and sales contract executed between the Bidder and the customer.
