FEASIBILITY STUDY MASANG-II HYDROPOWER PROJECT- CONSULTING SERVICES

PT PLN (Persero) has received financing from the French Development Agency, for carrying out a Feasibility Study for the Masang-II Hydropower Project, based on a pre-feasibility study prepared by the Consulting Firm Nippon Koei in 2011.
The Masang-lI 53 MW run-of-the-river hydropower plant project (hereinafter referred to as ?the Project?) is situated approximately at 0? 5?to 0?10? of the south latitude and 100? 11? to 100? 15? of the east longitude on the upper course of the Masang River. The site is located in the Agam Regency (Kabupaten) in the West Sumatra Province, ataround 15 km north of Lake Maninjau, 30 km northwest of Bukitlinggi city and 90 km northwest of Padang city, the capital city of West Sumatra.
Based on the pre-feasibility study, the consultancy services will consist in the four following separate stages:
1. Project Inception, including power system study, hydrological, sedimentological studies, climate change study and, site selection study, and draft contract document with scope of works for additional geological investigations.
2. Additional Geological Investigations and Project Optimization, including final geological and seismic studies and optimization studies of the Project. The Consultant will also be responsible for the supervision of this subcontracted task.
3. Design and Analysis of Recommended Development, including feasibility level design of the project features, assessment of energy production and demand, scheduling, cost estimates, and the economical and financial feasibility of the Project.
4. Additional environmental and social impact studies.
In order to fulfill those tasks, the Consultant should be able to demonstrate extensive experience and capacity to mobilize expertise in the following fields:
- Expertise in hydropower projects engineering, with demonstrated knowledge of the hydropower sector in Indonesia or similar countries (past project experience in the country desirable);
- Expertise in carrying out Environmental and Social impact studies;
- Ability to work both in English and Bahasa Indonesia;
- Experience in projects financed by international donors will be highly appreciated;
In addition: A combination of intemational and local expertise will be sought.
PT PLN (Persero) now invites consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The Client will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received. Request for Proposals to perform the services will be sent in a second stage.
Expressions of interest must be delivered to the address below by October 22, 2014.
