PLN opens coal supply tender for Tanjung Jati B power plants

INVITATION TO PRE QUALIFICATION
for
SUPPLY OF THE OPERATION COAL
PT PLN (PERSERO), represented by it?s internal strategic business unit PT PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B (?PLN TJB?), intends to select a potential Coal Supplier for the supply of coal for the operation of:
1. Tanjung Jati B Coal-Fired Steam Power Plant Unit 1&2(PLN TJB 1&2)
The selected Coal Supplier will be required to supply for operation MCV Coal Operation (Proposed Coal) for a minimum of 500,000 metric ton/annum and up to 2,000,000 metre tons/annum, per supplier, with an approximate calorific value, on a Gross as Received basis ( ?CV (gar)?), with standard value between 5,700? 6,200 kcal/kg (gar), and rejection limit of < 5,600 kcal/kg (gar), for delivery over a period of five (5) years, expected commencing from January 2017, as the tentative delivery schedule, delivered to Tanjung Jati B Coal-Fired Steam Power Plant Unit 1&2 on FOB Basis (the ?Term?)
2.TanjungJati B Coal-Fired Steam Power Plant Unit 3&4(PLN TJB 3&4)
a. Package 1 : Primary Coal
The selected Coal Supplier will he required to supply for operation MCV Coal Operation (?Proposed Coal?) tor a minimum of 500,000 metric ton/annum and up to 2,300.000 metric ton/annum, per supplier, with an approximate calorific value, on a Gross as Received basis (?CV (gar)"), with standard value between 5,600- 6,150 kcal-kg (gar), and rejection limit of < 5,500 kcal/kg (gar), for delivery' over a period of five (5) years, expected commencing from January 2017. ?s the tentative delivery schedule, delivered to Tanjung Jati B Coal-Fired Steam Power Plant Unit 3&4 on FOB Basis (the ?Term?)
b. Package 2 ; Secondary Coal
The selected Coal Supplier will be required to supply for operation MCV Coal Operation (?Proposed Coal?) for a minimum of 500,000 metric ton/annum and up to 1,500,000 metric ton/annum, per supplier, with an aapproximate calorific value, on a Gross as Received basis (?CV (gar)?). with standard value between 5.500- 5,600 kcal/kg (gar), and rejection limit of < 5,400 kcal//kg (gar), for delivery over a period of five (5) years, expected commencing from January 2017, as the tentative delivery schedule, delivered to Tanjung Jati B Coal-Fired Steam Power Plant Unit 3&4on FOB Basis (the ?Term?).
both located in Central Java, the Republic of Indonesia, and. therefore, invites the Coal Supplier for registration as a supplier for the supply (?the Applicant?) of Medium Calorific Value bituminous Coal (?MCV Coal?).
The Coal Supplier will be Selected through a competitive bidding process from a pool of Applicants that meet die pre-qualification criteria set forth in the document as follow:
1. Pre-Qualification Document No .06.PQ/RENDAN/KIT.TJB/2016 for TJB 1&2 MCV Operation Coal Supply;
2. Pre-Qualification Document No 05.PQ/RENDAN/KIT.TIB/2016 for TJB 3&4 MCV Operation Coal Supply.
PLNT JB seeks to pre qualify interested coal mining companies which can comply with:
a) Being a coal mining company registered under the law of the Republic of Indonesia in possession of the necessary coal mining contract arrangement with or a coal mining business license issued by the relevant Government Authorities for the mining area, in the form of a Coal Contract of Work (PKP2B = Perjanjian Kerjasama Pengusahaan Pertambangan Batubara) or Mining Authorization For Exploitation, including the authority to engage in processing, refining, transporting and a Mining Business License for Production (IUP = Izin Usaha Pertambangan Operasi Produksi), and all the required permits and licenses for the operation of a coal mining company including the Clean and Clear (CNC) for mining company that holds a IUP permit, which has been verified by the Ministry of Energy and Resource Minerals, as well as an AMDAL approved by the relevant Government Authority as provided in Law No. 4 of 2009 regarding Mineral and Coal Mining (?Law No. 4/2009") and Law No. 23 of 2010 regarding Mineral and Coal Mining Business Activity (?Coal Mining Company nut Trading Company").
b) Being able to submit proof in the form of records of actual shipments with a minimum production of 500,000 tons per annum, of coal with a quality (i) similar to supplier's proposed standard value, and (ii) with the other characteristics as defined and specified in detail in this PLN TJB?s Pre Qualification Document.
c) Have a minimum loading rate 15,000 Ton per day.
d) The coat to be supplied for PLN TJB should be proven coal with certain supply records to the existing customers.
e) Having a Proposed Coal which shall not be supplied from a non-producing (or future) mine(s), and if so proposed, maybe disqualified, at PLN's sole discretion.
f) CV (gar) of the Proposed Coal by the Applicant shall be within Standard Value.
g) Detailed requirement and Specification will be specified in foe Pre-Qualification Document
