PLN opens EPC tender for gas engine power plant projects package 4 and 5

FOR FIXED TYPE GAS ENGINE POWER PLANT PACKAGE 4 AND PACKAGE 5
1. As part of the 35.000 MW Acceleration Program, and in order to increase electric power supply to industry, businesses and households in Nusa Tenggara, Sulawesi Tenggara and Maluku, PT PLN (Persero) (hereinafter refer to as PLN) must enhance its generation capacity. To achieve this objective, PLN hereby Invites Bidders for the design, execution and completion of the Fixed Gas Engine Power Plant Project which consist of EPC and 5 (five) years Operation and Maintenance (O&M).
2. PT PLN (Persero) invites sealed bids for an International Competitive Bidding that Implementing a two stages bidding process for each package as follows:

3. The scope of works shall be on a full EPC Lumpsum basis except for piling works will be on the unit price basis. The scope comprises design, manufacture, inspection and testing at manufacture's facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. Detail of scope of work is stated on Bid Document.
4. The Bidder shall be Iocal Company who has voluntarily formed Joint Venture/Joint Operation/Consortium with company from Organization for Economic Co-operation and Development (OECD) Country members which has diplomatic relation with Indonesia.
The Leader of Joint Venture/Joint Operation/Consortium shall be local Company.
The Bidders shall include O&M Company as a member of Joint Venture/Joint Operation/Consortium.
5. In order to qualify, Bidders must demonstrate that they have completed at least 1 (one) EPC Contract as follows:
For Leader of Joint Venture/Joint Operation/Consortium member:
- Gas Power Plant for 25 MW or larger having achieved satisfactory records for one (1) year, or
- Coal Fired Steam Power Plant for 10 MW or larger having achieved satisfactory records for one (1) year.
- Has been completed within the last 10 (ten) years
For member from OECD country member:
- Thermal Power Plant for 90 MW or larger having achieved satisfactory records for two (2) years
- Has been completed within the last 10 (ten) years
For O&M Company member shall be from Local Company or Company from OECD country member and demonstrate their Operation and Maintenance (O&M) management capabilities:
- Power Plant O&M services work within the last fifteen (15) years)
- O&M Contract for Thermal Power Plant
6. The Proposed of Main Equipment shall fulfill the following requirements:
a. The Gas Engine Generator (GEG) shall be OEM and originally manufactured in an OECD Country, and must demonstrate trial it has at least one (1) reference unit in successful operation. *
b. The Gas Engine Generator (GEG) shall be suitable for fuel natural gas and fuel oil (HSD fuel oil)
c. Transformer shall be locally manufactured.
d. Meet all other requirements set forth in the Bid Document.
7. Bidders shall submit Bid Proposal with one (1) OEM (Original Equipment Manufacturer) Gas Engine Generator for each package
8. PLN shall finance the project using PLN Own Budget.
9. Bidders shall fulfill financial requirement as set forth in the Bid Document. Bidders shall submit with their application a recent valid document.
10. Bidders may register and collect the bid document from April 27th 2016 - June 21st 2016, after payment of a non refundable fee in the amount of Rp 15.000.000 (fifteen million rupiah) for Package 4 and/or Rp. 10.000.000,- (ten million Rupiah) for Package 5 at the address below:

11. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 14:00 PM local time on June 22nd, 2016 to the above address in the sealed envelopes-with clearly marked as mentioned as Project of point 2 above.
