PLN opens international bid for Muara Tawar combine cycle power plant project

MUARA TAWAR COMBINE CYCLE POWER PLANT
BLOCK 2,3 & 4 ADD ON PROJECT 650 MW
1. PT PLN (Persero) invite sealed bids for an International Competitive Bidding through two stages bidding process for Muara Tawar Combine Cycle Power Plant Block 2, 3 & 4 Add On Project with Gross Power Output 650 MW at site condition (the Project). The configuration of the Add on Project consist of 2 (two) HRSG and 1 (one) Steam Turbine for Block 2; 3 (three) HRSG and 1 (one) Steam Turbine for Block 3; and 3 (three) HRSG and 1 (one) Steam Turbine for Block 4.
2. Bidder shall be a company from OECD Country member wh9 has diplomatic relation with. Indonesia, as parties or voluntary formed Consortium / Joint Venture / Joint Operation, while foreign company(s) shall engage capable Indonesian company in a form of Joint Venture / Joint Operation / Consortium.
3. Project will be financed by corporate loan to PLN at minimum amount of 70% of the Contract Price (covering both local and foreign portion) and PLN?s own budget. At least 50% of the loan portion shall be covered under Export Credit Agency (ECA) and the remaining loan portion shall be covered by the lender or any other sources. Loan condition shall be without government guarantee and no collateral. Bidder shall submit the financial offer together with his bid.
4. The scope of works of the Project shall be a full [PC Contract for design, manufacture, inspection and testing at manufacture?s facility, packing to export, shipment, insurance, custom clearance, delivery to site, unloading, storing and handling at site, complete erection, on site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance test of a complete plant. Detail of scope of work is available in the Bid Document.
5. The Bidder shall satisfactory demonstrate of successfully completed within last fifteen (15) at least one (1) add-on EPC Contract having capacity of minimum 100 MW OR one (1) combined cycle EPC Contract for 2:2:1 or 3:3:1 configuration having capacity of minimum 200 MW per block, and meet all other requirements set forth in the Bid Document.
6. The proposed Main Equipment shall be suitable for integration into the existing facilities, i.e. existing GT?s of Muara Tawar Block 2-3-4, and operate in stable & safe operation and shall satisfactory demonstrate of:
a. Steam Turbine and Generator (STG) shalt be originally manufactured in OECD Country member who has diplomatic relation with Indonesia.
b. Specific requirement for HRSG as set forth in the Bid Document
c. Transformer shall be manufactured in Indonesia.
d. Meet all other requirements set forth in the Bid Document.
7. The Bidders shall fulfill minimum requirement of D&B rank specified in the Bid Document and Bidder shall submit recent valid D&B certificate together with his bid.
8. Bidder may register and collect the bid document from February 9, 2016 after payment of a non-refundable fee in amount of Rp. 15.000.000,- (fifteen million Rupiah) at the address below:
