PLN opens pre-qualification for Cirebon coal-fired power project

1 PT. PLN (Persero) hereby invites expressions of interest for pre-qualification from Parties Interested in selling electricity to PLN, through the development on a Build-Own- & Operate basis of Coal Fired Steam Power Plant Projects, and associated 150 kV or 500 kVT/L for the following projects:

2. PLN intends to purchase electric capacity and associated energy as generated by the above mentioned plants and offered by the private sector (IPPs) selected through a competitive bidding process. The 150 kV or 500 kV associated Transmission Lines and Substation would be built by the developer and transfer to PLN as special facility.

3. PLN intends to pre qualify parties to undertake the design, engineering, financing, procurement, construction, commissioning, operation and maintenance of the abovementioned projects for a period of 30 (thirty) years.

4. PLN?s Planning Department and its Board of Directors have approved the fast track development of these Coal Fired Steam Power Plant Projects.

5. Pre-qualification is open to interested parties, either domestic or foreign, For the purposes of this Pre-qualificalion, parties may be companies , consortium, corporations, firms, joint ventures or other entities.

6. Pre-qualification will be based on the Applicant?s performance in the 3 (three) stated categories: (i) IPP Development Track Record: The applicant should demonstrate a track record of successfully financing and developing IPP projects on a BOO basis for projects of comparable scale and complexity as the subject project. (II) Power Plant Experience : The Applicant should have sufficient experience in designing, developing, constructing, supplying plant and/or operating successfully developed power plant projects comparable size and complexity to the Facility, (iii) Financial Strenght: The Applicant?s financial capability should be sound and satisfactory and shall be evaluated in terms of net assets, net Income and credit rating, A copy of its audited financial statements together with audit opinion for the last 2 (two) years shall be submitted together with copies of recent credit ratings and must demonstrate the soundness of the Applicant?s financial position.

7. Request for Proposals (RFP) will be Issued only to those parties qualified within this pre-qualification process. The successful bidder shall form a Project Company and will be required to enter into a Power Purchase Agreement (?PPA?) with PLN,

Pre-qualification packages will be available to parties who submit their expressions Of interest to PLN by September 29, 2005 and appoint an authorized representative to pick up a pre-qualification package at address below with administrative charge of Rp 5,000,000.
