PLN opens pre-qualification for Lahendong geothermal power plant project

JBIC LOAN AGREEMENT No.IP-517
LAHENDONG GEOTHERMAL POWER PLANT PROJECT (1X20 MW)

1. The Government of Indonesia (GOI) through its executing agency PT.PLN (Persero) (PLN) has received a loan under the Special Term for Economic Partnership (STEP) from Japan Bank for International Cooperation (JBIC) towards the cost of the captioned contract, and intends to apply a portion of the proceeds of the loan to payments under the contract for which this Invitation for Pre-qualification is issued. The Loan Agreement was signed on March 31, 2004. Disbursement of the ODA Loan by JBIC will be subject, in all respect, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ?Guidelines for Procurement under JBIC ODA Loans?. No party other the GOI shall derive any rights from the loan agreement or have any right to the loan proceeds.

2. PT. PLN (Persero) (the Employer), executing agency of the Project, invites sealed application for prequalification from eligible bidders for the design, supply, transportation, construction, installation, testing and commissioning of the complete geothermal power project (?the Works) under the following Contract Package:

3. It is expected that Invitation to Bid will be made in march 2006.

4. Pre-qualification is open to firms and voluntaliry formed joint ventures and consortia from eligible nationals, in accordance with the STEP under the Guidelines for Procurement under JBIC ODA Loans: i.e Prime contractors are tied ti Japanese firms, and Joint Ventures (JV) or Consortium with all countries and area are also admitted on condition that Japan is a lead partner.

5. The request must clearly state ?Request for Pre-qualification Documents for Engineering, Procurement and Construction (EPC) of the Lahendong Geothermal Power Plant Project (JBIC) . JBIC Loan No.IP-517 dated March 31, 2004?. The documents are available for non refundable fee of Indonesian Rupiah Five Million (Rp.5.000.000). Eligible Applicants may obtain the Prequalification Documents from the address below from 19, December 2005.

6. Submission of Application for Pre-qualification, in one (1) original and two (2) copies, must be received in sealed envelopes or packages, either delivered by hand or by registered mail to the address below not later than 3 February 2006, 2?00 p.m. (Western Indonesian Time) and be clearly marked ?Application to Pre-qualify for Lahendong Geothermal Power Plant Project (JBIC) Loan Agreement No.IP-517 dated March 31, 2004?

7. Applicants will be advised, in due course, of the results of their applications. Only firms and Joint Ventures and consortia pre-qualified under this procedure will be invited to bid.
