PLN opens tender for gas-fired, coal-fired power plant projects

NOTICE OF REQUEST FOR PRE-QUALIFICATION
FOR THE IMPLEMENTATION OF GAS FIRED AND
COAL FIRED POWER PLANTS
INDEPENDENT POWER PRODUCER PROJECTS
PT PLN (Persero) (?PLN?) intends to select a potential project sponsor (the Project Sponsor) to develop Independent Power Producer Projects for each of the following locations:

For Jawa-1, the selected Project Sponsor will develop, finance, construct and operate the Project on a Build-Own-Operate-Transfer (BOOT) basis pursuant to a long-term Power Purchase Agreement (PPA) up to 25 (twenty five) years; and finance and construct its associated 500 kV transmission line, which will be transferred to PLN as a special facility. For Pontianak Peaker, the selected Project Sponsor will develop, finance, construct and operate the Project on a BOOT basis pursuant to a long-term PPA up to 20 (twenty) years; and finance and construct its associated 160 kV transmission line, which will be transferred to PLN as a special facility. For Sulawesi Utara-3, the selected Project Sponsor will develop, finance, construct and operate the Project on a BOOT basis pursuant to a long-term PPA up to 25 (twenty five) years; and finance and construct its associated 150 kV transmission line, which will be transferred to PLN as a special facility.
This Pre-qualification is open to any interested party or parties, either domestic or foreign partership with domestic, who have previous experience in implementing power generation projects and will be selected through a competitive bidding process from a pool of Applicants that meet the qualification criteria set forth in the Pre-Qualification Document. The Qualification Criteria will be based on three categories which represent the Applicant?s ability to develop IPP projects, its power generation experience and its financial strength.
PLN invites interested parties to submit PQ?s applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants which Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project.
For Jawa-1, PQ Applicants must demonstrate a current D&B (Dun & Bradstreet) rating of at least 5A1 or an investment grade credit rating by S&P or Moody?s or Fitch for Consortium Leader and each member other than Consortium Leader must demonstrate a current D&B rating of at least 5A2 or an investment grade credit rating by S&P or Moody?s or Fitch. For Pontianak Peaker and Sulawesi Utara-3, each PQ Applicants must demonstrate a current D&B rating of at least 5A2 or an investment grade credit rating by S&P or Moody?s or Fitch for Consortium Leader and each member other than Consortium Leader must demonstrate a current D&B rating of at least 5A3 or an investment grade credit rating by S&P or Moody?s or Fitch.
Any party who is interested in participating the procurement processes is required to register by submitting a letter of Expression of Interest and collecting the Pre-Oualification Document on the date, time and venue stated hereunder. The late registration shall not be possible. Applicants should submit to PLN, their application for the pre-qualification during normal business hours at or before 15.00 West Indonesia Standard Time on or before June 24th, July 1st and July 7th 2015 for Sulawesi Utara-3, Pontianak Peaker and Jawa-1, respectively.
