PLN opens tender for Gorontalo peaker power plant

INVITATION FOR PREQUALIFICATION
FOR GORONTALO GAS FIRED POWER PLANT PEAKER (100 MW) PROJECT
1. PT. PLN (PERSERO), hereinafter referred to as ?Owner?, has decidad to construct Dual Fuel (HSD and Natural Gas) Gorontalo Peaker Power Plant 100 MW Dual Fuel (Truck/Trailer Mounted Power Plant or Barge Mounted Power Plant or Land Based Power Plant) as a fastest solution and in order to overcome electrical supply shortage. PLN will accept proposals incorporating the construction of Gorontalo Gas Fired Power Plant Peaker (100 MW) Project with minimum net output 100 MW and maximum net output 120 MW.
2. Owner intends to prequalify contractors for site preparation and site development, piling works (if necessary) for the design, execution and completion (including manufacture, delivery, testing before shipment, finishing, painting, packing for export, insuring, shipping, delivering to the Indonesia, landing, customs clearing, permit (including 1MB, jetty for barge mounted, etc), transporting from the port to the site, site storing, erection, site testing, commissioning and remedying all defects), civil and building work (including jetty for barge mounted and HSD pipeline from tank to barge), power transformer, 150 kV substation, HSD tank of the Gorontalo Gas Fired Power Plant Peaker (100 MW) Project (hereinafter referred to as the ?Works?). The Applicant shall guarantee that the equipment and materials incorporated into the Works are new.
3. The Works are located at Maleo & Libuo Village, Paguat district, Pohuwato Regency, Gorontalo Province in Sulawesi island in the Republic of Indonesia.
4. The Works shall be completed within a period of 6 (six) months in order to achieve the operation date at the end of December 2015 as the latest time.
5. The proposed project will be financed by PT. PLN (PERSERO)?s budget
6. This Invitation to Prequalify is limited to firms and voluntarily formed consortiums, joint-ventures, joint-operations from Indonesia or OECD (Organization for Economic Co-operation and Development) Country members which in diplomatic relation with Indonesia. The foreign company shall engage the reputable local company as a member of consortiums, joint-ventures, joint-operations. One manufacturer of Gas Turbine/Gas Engine can only support one Applicant unless manufacturer has different type of equipment.
7. The qualified Applicants criteria will be based on the satisfactory demonstration of, but not limited to:
1. The Applicant must demonstrate that he has successfully completed at least two (2) EPC Contracts, complying with the following requirements:
(a) Within the last ten (10) years;
(b) The EPC Contract shall be for Gas Turbine Power Plant Project at least 25 MW or Gas Engine Power Plant Project at least 6 MW or Coal Fired Power Plant Project at least 25 MW
2. The Applicant shall fulfill minimum requirement of 5A2/5AA2 rank by PT D & B for International Bidder and 5A3/5AA3 rank by D & B for Local Bidder. The Applicant shall submit with his application recent valid certificate as evidence.
8. Eligible Applicants may register to collect the prequalification documents from February 24 . March 05, 2015, after payment of a non refundable fee in the amount of Rp. 5,000,000 (Indonesian Rupiah five million only) at:

9. Submissions of applications for Prequalification must be received in accordance with the requirements of the Instruction to Applicants in sealed envelopes, delivered by hand not later than: 14:00 WIST on March 06, 2015 to the above address and be clearly Marked ?Application to Prequality for Gorontalo Gas Fired Power Plant Peaker (100 MW) Project?.
