PLN opens tender for Lombok GECC/GTCC power plant (peaker) project

INVITATION FOR BIDS
FOR LOMBOK GECC/GTCC POWER PLANT (PEAKER) 130 -150 MW
1. As part of the 35.000 MW Acceleration Program, and in order to increase electric power supply to industry, businesses and households in Nusa Tenggara Barat island, PT PLN (Persero) (hereinafter refer to as PLN) must enhance its generation capacity. To achieve this objective, PLN hereby invites Bidders for the design, execution and completion of the Lombok GECCIGTCC Power Plant (Peaker) 130 - 150 MW.
2. PT PLN (Persero) invites sealed bids for an international Competitive Bidding that implementing a two stages bidding process for a project:
Title: LOMBOK GECCIGTCC POWER PLANT (PEAKER) 130 - 150 MW
Net Output (MW): 130-150MW
Engine: Gas Turbine Aeroderivative/Heavy Duty and Steam Turbine or Gas Engine and Steam Turbine
The project is located at Tanjung Karang Village, Anipenan Sub District, Mataram District, West Nusa Tenggara Province.
The bidder shall confirm that the site area is sufficient for this project.
3. The scope of works shall be on a full EPC Fixed Lumpsum basis except for piling works will be on the unit price basis. The scope comprises design, manufacture, inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance of a complete plant. The detail of scope of work is stated on Bid Document.
4. Bidder shall be a company from Indonesia or OECD Country which has diplomatic relation with Indonesia. Where a bidder is from OECD Country, they shall engage the reputable local 8ompany as a member of Joint Venture, Joint Operation, or Consortium.
5. In order to qualify, Bidders must demonstrate that they have completed at least 1 (one) EPC Contract which:
- Ass been completed within the last 10 (ten) years
- Shall be for a Combined Cycle Power Plant project (GTCC or GECC) for 80 MW or larger or Steam Power Plant 25 MW or larger per unit having achieved satisfactory records for two (2) years operation.
6. The Proposed of Main Equipment shall fulfill the following requirements:
a. The Gas Turbine Generator (GTG) or Gas Engine Generator (GEG) and the Steam Turbine Generator (STG) shall be originally manufactured in an OECD Country having diplomatic relation with Indonesia.
b. The Heat Recovery Steam Generator (HRSG) shall be manufactured in Indonesia or the HRSG shall be designed by manufacturer of OECD country and shall be assembled in local Shop Indonesia.
c. Transformer shall be locally manufactured.
d. Combined Cycle Power Plant for Gas Turbines consist of 1 Block which shall contain of two (2) Gas Turbine Generators, two (2) Heat Recovery Steam Generators and one (1) Steam Turbine Generator (2:2:1) configuration or two (2) Groups of Gas Engine Combined Cycle consist of Gas Engines, HRSG and Steam Turbine. Net output for open cycle minimum 90 MW and net output for combine cycle 130-150 MW at site condition with gas availability for peaker maximum 5 MMSCFD
e. Meet all other requirements set forth in the Bid Document.
7. PLN shall finance the project using 30% equity and 70% debt. An export credit agency shall cover at least 50 % of the debt financing. Bidders shall propose the prospective lender who will cover the loan without guarantee from the Government of Indonesia and non-collateral.
8. Bidders shall fulfill financial requirement as set forth in the Bid Document. Bidders shall submit with their application a recent valid document.
9. Bidders may register and collect the bid document from February 15th 2016-April 14th 2016, after payment of a non refundable fee in the amount of Rp 15.000.000,- (fifteen million Rupiah) at the address below:

10. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 15:00 PM local time on April 15re, 2016 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point I above.
