PLN opens tender for power plant projects

NOTICE OF REQUEST FOR PRE-QUALIFICATION
FOR THE IMPLEMENTATION OF
SUMUT (250 MW), SULSEL (200 MW), KALSELTENG (200 MW) & SULBAGUT (120 MW)
BARGE MOUNTED GAS FIRED PEAKER POWER PLANTS
INDEPENDENT POWER PRODUCER PROJECT
With regard to the implementation of 35.000 MW additional power generation capacity program and in order to reduce the fuel oil usage while increasing utilization of clean energy resource to fulfil electricity demand in some areas, PT PLN (Persero) (PLN) intends to select potential project sponsors (the Project Sponsors) to develop the SUMUT (250 MW), SULSEL (200 MW), KALSELTENG (200 MW) & SULBAGUT (120 MW) Barge Mounted Gas Fired Power Plants Independent Power Producer (IPP) projects (the Projects) through a competitive bidding process. The Projects will be operated as peaker units.
The selected Project Sponsors will establish Special Purpose Companies (SPC) and will develop, finance, construct and operate the Projects on a Build-Own-Operate (BOO) basis pursuant to a long-term Power Purchase Agreement (PPA) up to 20 (twenty) years.
This Pre-qualification is open to investors or interested parties, either domestic or foreign partnership with domestic, who have relevant experiences in implementing power generation projects of scope and size comparable to the Projects and will be selected through a competitive bidding process from a pool of Applicants that meet the qualification criteria set forth in pre-qualification document (the Pre-Qualification Document). The Qualification Criteria will be based on certain business, technical, financial and legal criteria.
PQ Applicants should have Dun & Bradstreet (D&B) rating of minimum 5A2 or current investment grade credit rating by S&P or Moody?s or Fitch for lead member and minimum 4A3 for other member.
PLN invites investors or interested parties to submit PQ applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants which Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project.
Any investors or parties who interested in participating the procurement processes, is required to register by submitting a letter of Expression of Interest and collecting the Pre-Qualification Document on the date, time and venue stated hereunder. The late registration shall not be possible.
Pre-qualification Document may be collected on Business Day from April 20th, 2015 to April 30th, 2015 at the following hours: 09.00 - 14.30 West Indonesia Standard Time after payment of a non-refundable fee in the amount of Rp10.000.000,- (ten million rupiahs) at the following address:
