PLN opens tender for SUMBAGUT 2 peaker power plant

FOR SUMBAGUT 2 PEAKER POWER PLANT 250 MW
1. As part of the 35.000 MW Acceleration Program, and in order to increase electric power supply to industry, businesses and households in Sumatera Utara and Aceh, PT PLN (Persero) (hereinafter refer to as PLN) must enhance its generation capacity. To achieve this objective, PLN hereby invites Bidders for the design, execution and completion of the SUMBAGUT 2 Peaker Power Plant 250 MW which consist of EPC and 5 (five) years Operation and Maintenance (O&M).
2. PT PLN (Persero) invites seated bids for an International Competitive Bidding that implementing a two stages bidding process for a project:
Title : SUMBAGUT 2 Peaker Power Plant 250 MW
Net Output (MW) : 250 MW ? 10%
Engine: Gas Turbine (Aeroderivative/Heavy Duty) or Gas Engine and/or Steam Turbine (by using Gas Engine/Gas Turbine Open Cycle or Gas Engine/Gas Turbine Combine Cycle)
The project is located at PT Perta Arun Gas Area - Lhoksumawe Aceh Province. The bidder shall confirm that the site area is sufficient for this project.
3. The scope of works shall be on a full EPC Lumpsum basis except for piling works wilt be on the unit price basis. The scope comprises design, manufacture, inspection and testing at manufacture?s facility, packing, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty, inspection prior to final acceptance of a complete plant and shall provide a five (5) years term of service for operation and maintenance starting from Taking Over Date. The detail of scope of work is stated on Bid Document.
4. The Bidder shalt be Local Company and shall form Joint Venture/Joint Operation/Consortium with company from Organization for Economic Co-operation and Development (OECD) Country members which has diplomatic relation with Indonesia. The Leader of Joint Venture/Joint Operation/Consortium shall be Local Company. The Bidders shall include O&M Company as a member of Joint Venture/Joint Operation/Consortium.
5. In order to qualify, Bidders must demonstrate that they have completed at least I (one) EPC Contract (with minimum sharing 20%) as follows:
For Leader of Joint Venture/Joint Operation/Consortium:
- Open Cycle Power Plant (Gas Turbine or Gas Engine) or Combined Cycle Power Plant for 80 MW or larger, or Coal Fired Steam Power Plant for 10 MW or larger having achieved satisfactory records for one (1) year.
- Has been completed within the last 10 (ten) years For Member from OECD country member:
- Open Cycle Power Plant (Gas Turbine/Gas Engine) or Combined Cycle Power Plant for 100 MW or larger or Coal Fired Steam Power Plant for 5Q MW or larger per unit and having achieved satisfactory records for two (2) years
- Has been completed within the last 10 (ten) years
For O&M Company member shall be from Local Company or Company from OECD country member and demonstrate their Operation and Maintenance (O&M) management capabilities:
- Power Plant O&M services work within the last fifteen (15) years)
- O&M Contract for Open Cycle or Combine Cycle Power Plant or Coal Fired Steam Power Plant.
6. The Proposed of Main Equipment shall fulfill the following requirements:
a. The Gas Turbine Generator (GTG) or Gas Engine Generator (GEG) and/or the Steam Turbine Generator (STG) shall be manufactured in an OECD Country having diplomatic relation with Indonesia.
b. For Combine Cycle, the Heat Recovery Steam Generator (HRSG) shall be locally manufactured product or shall be designed by manufacturer of OECD country but shall be assembled, in local shop Indonesia.
c. Transformer shall be locally manufactured.
d. Meet all other requirements set forth in the Bid Document.
7. PLN shell finance the project using 30% equity and 70% debt. An export credit agency shall cover at least 50 % of the debt financing. Bidders shall propose the prospective lender who will cover the loan without guarantee from the Government of Indonesia and non-collateral.
8. Bidders shall fulfill financial requirement asset forth in the Bid Document. Bidders shall submit with their application a recent valid document.
9. Bidders may register and collect the bid document from June 6th - August 19 th 2016. after payment of a non refundable fee in the amount of Rp 15.000.000,- (fifteen million Rupiah) at the address below:

10. The Proposal shall be submitted in one (1) original, one (1) copy and one (1) electronic copy by hand not later than 14:00 PM local time on August 22nd, 2016 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 1 above.
