PLN opens tender for Sumsel Barru-2, Kalselteng-2 coal-fired power plant projects

INVITATION FOR PREQUALIFICATION
FOR COAL FIRED STEAM POWER PLANT SULSEL BARRU-2 1X100 MW PROJECT
AND COAL FIRED STEAM POWER PLANT KALSELTENG-2 2X100 MW PROJECT
1. As part of the 35.000 MW Acceleration Program and in order to increase electric power supply to industry, businesses and households, PT. PLN (Persero), (hereinafter referred to as the ?Owner?), has decided to construct Coal Fired Steam Power Plant Sulsel Barru-2 (Extension) 1x100 MW and Coal Fired Steam Power Plant Kalselteng-2 2x100 MW to cover the anticipated high demand of energy. The Owner intends to prequalify contractors for the design, execution and completion (including manufacture, delivery, testing before shipment, finishing, painting, packing for export, insuring, shipping, delivery to the Indonesia, landing, customs clearing, transporting from the port to the Site, site storing, civil and building work, erection, site testing, commissioning and remedying all defects of the Coal Fired Steam Power Plant Sulsel Barru-2 (Extension) 1x100 MW and Coal Fired Steam Power Plant Kalselteng-2 2x100 MW (hereinafter referred to as the ?Works?).
2. For Coal Fired Steam Power Plant Sulsel Barru-2 1x100 MW, the minimum Net Output capacity is 100 MW and maximum Net Output capacity 5100 MW +10% MW, located at Labungnge, Lampoko Village, Balusu District, Barru Regency, Sulawesi Selatan Province. For Coal Fired Steam Power Plant Kalselteng 2 2x100 , the minimum nett Output is 100 MW and maximum nett Output is 100 MW +10% for each unit, located at Asam-asam CFSPP complex area, Asam-asam Village, Jorong District, Tanah Laut Regency, South Kalimantan Province
3. The proposed project will be financed by corporate loan to PLN or the minimum amount of 70% (excluding VAT) of the Contract Price and the remaining will be financed by PLN?s own budget. At least 50% of the loan portion shall be covered under Export Credit Agency and the remaining loan portion shall be covered by the lenders or any other sources without government guarantee and no collateral.
4. This Invitation to Prequalify is only firms and voluntarily formed consortiums, joint-ventures, joint operations from Indonesia and Organization for Economic Co-operation and Development (OECD) Country members which in diplomatic relation with Indonesia will be eligible to bid. The Applicants from OECD country members shall engage the reputable local company as a member of Joint Venture/Joint Operation/Consortium.
5. The qualified Applicants criteria will be based on the satisfactory demonstration, but not limited to: EPC contractor: successful experience as an EPC Contractor from-local companies or OECD Country members, which in,diplomatic relation with Indonesia (in any Joint Venture/Joint Operation/Consortium, a member of Joint Venture/Joint Operation/Consortium with share of not less than 30%) in the design, manufacture, supply, installation, supervision, completion and commissioning on at least two (2) Coal Fired Steam Power Plant projects in the last twenty (20) years, and successful operation for more than two (2) years with the following criteria:
(i) Minimum output is 100 MW,
(ii) For EPC Contractor from OECD Countries, at least one project shall be outside home country
6. Eligible Applicants may register and collect the Prequalification Document for one project or both projects from November 23, 2015 - January 19, 2016, after payment of a non refundable fee in the amount of Rp. 5,000,000 (Indonesian Rupiah five million) for CFSPP Sulsel Barru-2 1x100 MW and Rp. 10,000,000 (Indonesian Rupiah ten million) for CFSPP Kalselteng-2 2x100 MW for Project Prequalification Document at:

7. Submissions of Applications for Prequalification must be received in accordance with the requirements of the Instruction to Applicants in sealed envelopes, either delivered by hand not later than: 14:00 (pm) local time on January 20, 2016 to the above address and be clearly marked ?Application to Prequalify for CFPP Sulsel Barru-2 1x100 MW or for CFPP Kalselteng-2 2x100 MW Project?.
