Deadline for Submission of Bids: October, 6th 2016 at 10.00 am. WIB (West Indonesia Time)
1. The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) and Agence Francaise de Developement (AFD) towards the cost of West Kalimantan Power Grid Strengthening Project. These contracts will be jointly financed by the ADS and AFD. The eligibility rules and procedures of the ADB will govern the bidding process.
2. PT Perusahaan Listrik Negara (PLN) (?the Employer?) invites sealed bids from eligible bidders for the construction and completion of Tayan ? Sanggau 150 kV overhead transmission line and Sanggau ? Sekadau 150 kV overhead transmission line (?the Facilities?).
3. National Competitive Bidding will be conducted in accordance with ADB?s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:

| Historical Financial Performance | Submission of audited financial statements or other financial statements for the last three (3) yearn (2013, 2014, 2015). As a minimum, Bidder?s bet worth calculated as the difference between total assets and total liabilities should be positive. |
| Average Annual Turnover | Minimum US$ 16,200,000 for Package 6 and minimum US$ 12,600,000 for Package 7 calculated as total certified payments received for contracts in progress or completed within the last three (3) years. |
| Financial Resources | Must demonstrate that it has the financial resources to meet its current contract commitments and requirement forthe Subject Contract of not less than US$ 2,700,000 for Package 6, and not less than US$ 2,100,000 for Package 7. |
| Experience in Contract of Similar Size and Nature | Participation in at least 2 contracts that has been successfully completed within the last 10 years in Transmission tines contract with the voltage 150 kV or above. The value of Bidder?s participation exceeds USS 10,800,000 for Package 6 and at least US$ 8,000,000 for Package 7 |
| Experience in Key Activities | Experience as an EPC contractor with at least 1 contract for 150 kV or above overhead Iransmission line that has been successfully completed. |

6. To purchase the bidding documents in English, eligible bidders should:
? Write to address above requesting the bidding documents for West Kalimantan Power Grid Strengthening Project ? Package 6 and/or Package 7;
? Pay a non-refundable fee of IDR 3,000,000 (Three Million Indonesian Rupiah) by cash paid for each Package to PLN cashier;
? Pay the actual courier fee in case a courier delivery of the bidding document is preferred.

? Together with a Bid Security in the amount as specified in the Bidding Document (Bid Data Sheet). For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the exchange rates published by Central Bank of Indonesia (Bank. Indonesia) prevailing on the date 14 days prior to the deadline for bid submission shall be applied.
Bids will be opened immediately after the deadline for bid submission in the presence of bidders? representatives who choose to attend.
8. When comparing Bids, ADB?s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
