INVITATION FOR BIDS
FOR LOMBOK PEAKER COMBINE CYCLE POWER PLANT 130-150 MW
1. PT PLN (Persero) invites sealed bids for an International Competitive Bidding that implementing a two stages bidding process for a project:
Title: LOMBOK PEAKER COMBINE CYCLE POWER PLANT 130 - 150 MW
Gross Output (MW): 130 - 150 MW
Engine : Gas Turbine Aeroderlvatlve or Heavy Duty and Steam Turbine
The project is located at Tanjung Karang Village, Ampenan Sub District, Mataram District, West Nusa Tenggara Province
2. The Bidder shall be a company, a party of parties to form a Joint Venture/Joint Operation/Consortium, whereas foreign firm shall engage capable Indonesian company(s) and form a Joint Venture/Joint Operation/Consortium to undertake the engineering, procurement, construction, and commissioning including qualification of Main Equipments (i.e. Gas Turbine and Generator, Steam turbine and Generator, and Heat Recovery Steam Generator (HRSG)), other Main equipments (i.e. Transformer, 150 kV GIS Substation, instrument and control) and Civil Contractor offered have been proven in commercial service in Combined Cycle Power Plant.
3. The proposed project will be financed by corporate loan to PLN or the minimum amount of 70% (excluding VAT) of the Contract Price and the remaining will be financed by PLN?s own budget. At least 50% of the loan portion shall be covered under Export Credit Agency and the remaining loan portion shall be covered by the tenders or any other sources without government guarantee and no collateral.
4. The scope of works shall be on a full EPC Fixed Lumpsum basis (except for piling works will be on the basis of unit price), consists of design, manufacture, inspection and testing at manufacture?s facility, packing to export, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, finish painting, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance of a complete plant. 5. The prospective bidder criteria will be based on the satisfactory demonstration of:
The bidder or the leader of a Joint Venture/ Joint Operation/ Consortium shall be from Indonesia or OECD country members which has diplomatic relation with Indonesia must demonstrate that he has successfully completed at least one (1) EPC Contracts, complying with the following requirements:
- Within the last ten (10) years (i.e. start of contract not earlier than 2004);
- EPC Contract shall be for Combined Cycle Power Plant project (GT and ST) for 80 MW or larger per Block or Steam Power Plant 25 MW or larger per unit having achieved satisfactory records for two (2) years operation.
6. The Proposed of Main Equipment will be based on the satisfactory demonstration of:
a. Gas Turbine Generator, Steam Turbine Generator shall be originally manufactured in OECD Country member which has diplomatic relation with Indonesia.
b. HRSG shall be locally manufactured product or originally manufactured in OECD Country member which has diplomatic relation with Indonesia.
c. Transformer shall be locally manufactured.
d. Combined Cycle Power Plant consist of 1 Block having gross output for open cycle minimum 90 MW and for total Block combine cycle 130-150 MW with configuration 2:2:1 or 3:3:1 at site condition with gas availability for peaker maximum 5 MMSCFD.
7. The Bidders shall fulfill minimum requirement of 5A2 rank by PT D & B for Foreign Company and 5A3 rank by PT D & B for Local Company. The Applicant shall submit with his application recent valid certificate as evidence.
8. Bidders may register and collect the bid document from August 18th - October 17th 2014, after payment of a non refundable fee in the amount of Rp 15.000.000,- (fifteen million Rupiah) at the address below:

9. The Proposal shall be submitted in one (1) original, two (2) copies and one (1) electronic copy by hand not later than 14:00 PM local time on October 20th, 2014 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 1 above.
