INVITATION TO PREQUALIFICATION
ASAHAN NO.3 HYDROELECTRIC POWER PLANT CONSTRUCTION PROJECT LOT III: ELECTRO-MECHANICAL WORKS
JICA LOAN NO. IP- 532

1. The Government of Indonesia (GoI) through its executing agency ?PT. PLN (Persero)? has received a loan under the Official Development Assistance (ODA) from Japan International Cooperation Agency (JICA) toward the cost of captioned project.

2. PT. PLN (Persero) intends to pre-qualify International contractor(s) specializing in the Lot Ill Electro-Mechanical Works of this Asahan No.3 Hydroelectric Power Plant Construction Project (with the installed capacity of 2 x 87 MW), which shall comprise hydraulic turbines, generators, transformers, associated switchgears, supervisory control and protection system, telecommunication system and power station auxiliary equipment and bay extension of the connecting substation etc., under the following Contract Package:

North Sumatera (Sumatera Utara) Province, Indonesia

3. Pre-qualification is open to firms and voluntarily formed joint ventures / consortium from eligible countries who shall have successful previous experience for the Electro-Mechanical Equipment in at least two (2) Hydropower Generation Projects (HGPs) of which had completed in 1980 or later and had the following features:
(a) The said 2-HGPs had the Installed capacity of more than 140 MW, in the outside of the Applicant?s registered home country or Indonesia.
- Had hydraulic turbines with minimum 72MW.
- Had hydro generators with minimum 78MVA.
- Had power transformers of 3-phase sub-divided type, minimum 78MVA with oil forced, water cooled (OFWF).
- Had supervisory control and protection system for the generator and switchgear and SCADA system for system integration of power system.
(b) Among the said 2-HGPs above, at least 1-HGP:
- Was executed under the contract using FIDIC?s Conditions of Contract and finance by JICA, World Bank or Asian Development Bank (ADB) or International Aid Organizations.

5. The prequalification documents are available for a non-refundable fee of Indonesian Rupiah Five Million (Rp. 5,000,000) in cash. Eligible Applicants may obtain the prequalification document from October 14, 2011 within office hours, from the address below:

6. Submission of Applications for Pre-qualification. in one (1) original and two (2) copies, must be received in sealed envelopes or packages, either delivered by hand or by registered mail to the address above not later than November 28, 2011 within office hour, and be clearly marked ?Application to Pre-Qualification for Asahan No.3 Hydroelectric Power Plant Construction Project Lot Ill : Electro-Mechanical Works, JICA Loan No. IP-532?.

7. Applicants will be advised, in due course, of the results of evaluation on their applications. Only prequalified Applicants will be invited to bid.
