PLN: PQ invitation for Bali Timur coal fired IPP project

INVITATION
NOTICE FOR THE PRE-QUALIFICATION OF APPLICANTS
FOR THE IMPLEMENTATION OF 2x100 MW BALI TIMUR COAL FIRED STEAM POWER PLANT
INDEPENDENT POWER PRODUCER PROJECT

PT PLN (Persero) (?PLN?) intends to select a potential project sponsor (the ?Project Sponsor?) to develop Bali Timur Coal Fired Steam Power Plant IPP Project at Bali Province, Republic of Indonesia. The selected Project Sponsor will develop, finance, construct and operate the Project with net capacity of 2 x 100 MW on a Build-Own-Operate (BOO) basis pursuant to a long-term Power Purchase Agreement (PPA) up to 30 (thirty) years; and finance and construct the associated 150 kV transmission line, which will be transferred to PLN as a special facility.

PLN already pre-qualified participants on March 2009 (?First Pre-qualification?) that technically failed. Therefore, PLN re-open prequalification (?Second Pre-qualification?). This Second Pre-qualification is open to interested party or parties, either domestic or foreign partnership with domestic, who have previous experience in implementing power generation projects and will be selected through a competitive bidding process from a pool of Applicants that meet the qualification criteria set forth in Pre-Qualification Document. The Qualification Criteria will be based on three categories represent the Applicant?s ability to develop IPP projects, its power generation experience and its financial strength.

PLN invites interested parties (including participants of First Prequalification) to submit PQs applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project.

Pre-qualification Document may be collected from July 31,2009 to August 7, 2009 after payment of a non refundable fee in the amount of Rp 1.000.000,- (one million rupiahs) at the following address:
