FOR GRATI COMBINED CYCLE POWER PLANT (PEAKER) EXTENSION PROJECT 450 MW
1. PT PIN (Persero) invites sealed bids for an International Competitive Bidding that implementing a two stages bidding process through Post-qualification for a project:

Gross Output (MW): 450 MW
Engine: Gas Turbine & Steam Turbine
The project is located in Pasuruan, approximately 75km from Surabaya, East Java, Indonesia.
2. The Bidder shell be Engineering Procurement Construction (EPC) enterprise in the form of Manufacturer, Single Company, Joint Venture/Joint Operation or Consortium, whereas foreign firm shall form a venture or consortium with capable Indonesian company(s), to undertake the engineering, procurement, construction, and commissioning including qualification of main equipment, gas turbine, generator, Instrument & control, and 500 kV substation.
3. The project wilt be financed by PLN?s own budget (30%) and corporate loan to PIN (70 %). At least 50% of the loan portion chat be covered under Export Credit Agency end remaining loan portion shell be covered by a financial agency. The bidders shall propose the prospective lender to cover the loan without Government guarantee and non collateral to PIN for further evaluation.
4. The scope of works shall be on a full EPC Lumpsum basis, consists of design, manufacture, inspection and testing at manufacture?s facility, packing to export, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, finish painting, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance Of a complete plant. 5. The prospective bidder criteria wilt be based on the satisfactory demonstration of:
a. Successful experience in completing at least two (2) EPC Contracts on tropical countries outside 01 bidder?s domicile country for foreign company, within the last fifteen (15) years of at least two (2) units of combined cycle power plant or thermal power plant having capacity of 450 MW or larger and having achieved satisfactorily records of minimum ten thousand (10,000) actual firing operating hours of successful commercial operation for each block prior to the bid closing date.
b. The type of gas turbine proposed shall be heavy duty or aeroderivative type of advance design suitable for natural gas or CIC and which have been put in commercial operation successfully for a minimum twenty four thousand (24,000) actual firing operating hours (each gas turbine) prior to the bid closing.
c. The Plant having capacity 450 MW at site condition, ? 10% with One block shall contain three (3) Gas Turbine Generators, three (3) Heat Recovery Steam Generators and one (1) Steam Turbine Generator or Two (2) Gas Turbine Generators, two (2) Heat Recovery Steam Generators and one (1) Steam Turbine Generator
d. Financial capability as evidenced by audited balance sheet and profit/loss statement tar the last 3 6. Bidders may register and collect the bid document from May 6th June 26th, 2013, after payment of a non refundable fee In the amount of Rp 15.000.000,(fifteen million Rupiah) at the address below:

The Site Visit end Pro Bid Conference will be conducted on May 20th ? 21st, 2013. The qualified Bidders who passed the Stage I evaluation process, will be Invited to submit the Price Proposal in the Stage 2.
7.The Proposal shall be submitted in one (1) original, two (2) copies and one (1) electronic copy by hand not later then 14:00 PM local time on July ?1st, 2013 to the above address in the sealed envelopes with dearly marked as mentioned as Project of point 1 above.
