PLN: PQ Invitation for North Sulawesi coal-fired IPP project

SULAWESI UTARA COAL-FIRED STEAM POWER PLANT IPP PROJECT
NOTICE OF REQUEST FOR PREQUALIFICATION

1. PT PLN (Persero) (?PLN?), an electric utility company owned by the State of the Republic Indonesia Intends to implement a coal-fired Independent Power Producer (IPP) project in Sulawesi Utara (?the Project?) through a competitive selection process. The Project will have an Installed capacity of 2x25 MW.

2. PLN is now extending a Request for Prequalification (?PQ?) to parties interested in participating in the competitive selection process to select a potential Project Sponsor (The Project Sponsor). The selected Project Sponsor will enter into a maximum thirty (30) years Power Purchase Agreement with PLN.

3. The selected Project Sponsor will develop, finance, construct and operate the Project on a Build-Own-Operate (BOO) / Build-Own-Transfer (BOT) basis; and finance and construct the associated 150 kV transmission line, which will be transferred to PLN as a special facility.

4. The prequalification process is intended to select qualified applicants that are eligible to participate in the competitive bidding to select the project sponsor. PLN seeks to pre-qualify interested parties who have previous experience in implementing power generation projects of comparable size as the Project. The qualification criteria are based on technical, financial and legal standing, and are designed to demonstrate a proven track record in developing, financing, constructing and operating large thermal power plants. In addition, qualified applicants must meet certain business criteria, demonstrates a minimum financial strength and be of good legal standing.

5. Interested parties are invited to submit PQ applications in accordance with the criteria set forth in the Pre-Quantification Document Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bid for the Project.

6. The Pre-Qualification Document will be available and can be collected starting July 16th, 2009 up to July 22th , 2009 from 09.00 am until 03.00 pm WIST with a payment of non-refundable IDR 5 million (Five Million Rupiahs) by cash at the following address:
