PLN: PQ invitation for Perak combined cycle power plant project

INVITATION OF INTERNATIONAL COMPETITIVE BIDDING
As part of the 35,000 MW acceleration program and in order to increase electric power supply to industry, bussiness and household in Jawa-Bali grid, PT Indonesia Power (PT IP), a power generation company which is a subsidiary of PT PLN (Persero), intends to build Perak Combined Cycle Power Plant Project with Net Dependable Capacity of 450 - 600 MW, Surabaya - East Java (?Project?). The Project will be financed partly by PT Indonesia Power?s own fund and partly by financing under Export Credit Agency (ECA) scheme. Bidders shall propose the prospective Lender who will cover the loan without Government Guarantee and non-collateral.
PT IP invite Bidders, either in the form of Joint Operation or Consortium, to participate in the International Competitive Bidding with post-qualification for the engineering, procurement, construction and commissioning of the Project. The bid will be conducted in 1 (one) Stage with 2 (two) Envelopes.
The general qualification criteria of a Bidder shall be as follows:
1. Bidder shall be a Joint Operation/Consortium between foreign company from OECD country which has diplomatic relation with Indonesia and local company,
2. The maximum number of members in a Joint Operation/Consortium shall be 3 (three) companies,
3. The Bidder shall have experience in last 10 years at least 1 (one) block of Combined Cycle Power Plant EPC project with minimum capacity of 450 MW or 2 (two) blocks of Combined Cycle Power Plant EPC project with minimum capacity of 300 MW each, which is already successfully in operation,
4. The local company shall be state-owned contractor that have experience in the last 10 years in civil work of power plant project with minimum capacity of 150 MW or private local contractor that have experience in the last 10 years in EPC power plant project with minimum capacity of 150 MW, which is already successfully in operation,
5. Any member company of the Bidder at the time of bidding process shall not under a suspension or blacklisted by PLN group or any Government Instrumentality for ally reason, and:
i. in the last 10 (ten) years does not have any record of unsatisfactory performance, including poor claims history and defective workmanship, such as 1 (one) power plant project or any other related works done in PLN Group, which is experiencing delays lead to suspension or blacklisted, caused by the contractor, or
ii. has more than 2 (two) ongoing power plant projects or any other related works in PLN Group that have been delayed for more than 6 (six) months, caused by the contractor.
Applicants may register and collect the Bid Document upon non-refundable payment of IDR 15,000,000.- (shall be transfer to PT Indonesia Power account no. 0004464628 at BNI Bank) from August 29th, until August 31th 2016 from 09.00 am until 03.00 pm at the following address:
