PRE-QUALIFICATION INVITATION FOR
COAL FIRED STEAM POWER PLANT 600-700MW CLASS
PLTU 2 JAWA TENGAH PROJECT, ADIPALA, CILACAP

1. PT. PLN (Persero) called ?Owner? hereby invites for Pre-qualification for the Design, Engineering, Procurement and Construction (EPC) of 1 Unit of PLTU 2 Jawa Tengah Turbine Generator Gross Output 600-700 MW Class Coal Fired Steam Power Plants (CFSPP) located at Adipala, Cilacap. Its power will be delivered through owner?s 500 kV transmission line to 500 kV Rawalo Substation.

2. PLN intend to Pre-qualify parties as EPC Contractors in the form of Joint Operation / Joint Venture/Consortium with the Local Reputable Contractor to undertake the design, engineering, procurement, construction, commissioning and project financing support. The qualified Applicants will be invited for the re-tender under International Competitive Bidding Process (ICB) of the above Project. The Pre-qualified Applicants shall bring its own financing support in the scheme of Export Credit as Supplier/Buyers Credit to finance a minimum of 85% of total project cost provided by an International first class or Reputable bank(s). The remaining financing requirements will be in the Owner?s responsibility,

3. The 36 months from the Contract Signing date will be the date of Commercial Operation of Plant.

4. The scope of Works shall be on a Turnkey basis, include but not be limited to the Site investigation and site development, Engineering. Procurement of Steam Generator and Turbine & Generator and its ancillaries, construction, testing & commissioning including 500 kV Substation and 500kV Step up transformer, related civil and marine works, the power plant operation warranty of 2 years. Only Boiler type of Supercritical design is accepted in the tender.

5. Prequalification criteria will be based on the Applicant?s satisfactory demonstration of
a. Successful design, engineering, procurement, construction and commissioning of Coal Fired Steam Power Plants with projects size of 400 MW or larger.
b. Financial capability as evidenced by audited balance sheet and Profit/Loss statement for the last two (2) years. The Applicant?s financial capability should be sound and satisfactory and shall be evaluated in terms of Net Asset and Net Income.

6. The qualified Applicants which have been passed in the former PLTU 2 Jawa Tengah Project Pre-Qualification (Tanjung Jati, Jepara Site) are not longer valid. All participants in this re-tender shall follow this Pre-Qualification.

7. Prequalification document will be obtained from Monday 03 December 2007 after payment of a non refundable fee in the amount of Rp 1.000.000,- (one million rupiah).
