FOR
POWER TRANSMISSION DEVELOPMENT PROJECT
IBRD LOAN NO 7940-ID
The Republic of Indonesia has received a loan from IBRD towards the cost of Power Transmission Development Project (Loan IBRD No.7940-ID) and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.
PT PLN (Persero), the Employer, now invites sealed bids from eligible bidders from all countries for Packages 5-3 : Supply and Installation 150120 kV Transformer for Substations Sumatera.
International Competitive Bidding will be conducted in accordance with single stage one envelope bidding procedures specified in the World Bank?s Guidelines and is open to all bidders from eligible source countries as defined in the Guidelines. The bidding process for Packages S-1: Supply and Installation of 275 kV Lahat, Lubuk Linggau Substations and Packages S-2: Supply and Installation of 275 kV Bangko, Muarabungo, Kiliran Jao Substations is conducted in parallel. Bidders may bid for one or more packages. Bid evaluation will be package-wise. Discounts for award of one or more packages will be considered. Contract will be awarded to the combination of lowest evaluated responsive and qualified bidders that offer the lowest total price to the Employer. To be qualified for award of multiple contracts, a bidder should meet the cumulative qualification criteria as specified in the bidding documents.

The bidding documents may be obtained in hard copy in person from the above address by the prospective bidders themselves or their authorized representatives, or upon specific request will be sent to the prospective bidders through courier services, upon payment of non-refundable fee of Rp.10.000.000 (ten million rupiah) or USD 1.162 for the bidding documents of each package through cash against which a receipt will be issued, or through bank transfer to the following bank account : the Bank BNI Cabang Melawai Raya Jakarta account number 0017377752. For overseas courier delivery, additional of USD 300 is charged. Should time delay occur due to courier service, it shall be at the bidder?s responsibility.
Interest eligible bidders may collect the bidding document at the address above starting from March 29, 2012 between 09.00-1 5.00 WIST.
Site visit will be carried out from April 09,2012 to April 13, 2012 and the Pre-bid Conference will be held at the above address on April 17, 2012.
Bidders shall submit their bid in sealed envelopes and clearly marked ?Bid for Power Transmission Development Project, IBRD Loan No. 7940-ID Package ? 3 to the address above before or not later than May 16, 2012 at 10.00 am WIST, together with Bid Security of an amount as indicated in bidding document. Late bids will be rejected.
Bids will be opened on May 16, 2012 at 10.10 am WIST at the address above in presence of the bidders representatives who choose to attend. The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
