PRE-QUALIFICATION INVITATION
FOR RE-BIDDING 1 (ONE) LOCATION OF COAL FIRED STEAM POWER PLANT CLASS OF 100 MW
As part 10,000 MW Acceleration Program
1. The Bid of the Coal fired Steam Power Plant (CFSPP) for PLTU Nanggroe Aceh Darussalam 2x100 MW (net generator output) Project, has been fail due to out of the regulation. PT PLN (Persero) called “PLN” therefore invites the Prospective Applicants to follow Pre-qualification for Re-Bidding of above mentioned project
2. PLN intend to Pre-Qualify Applicants as EPC Contractors In the form of Single Company, Joint Venture/Joint Operation or Consortium to undertake the engineering, procurement, construction, commissioning and project financing support. The qualified Applicants will be invited for the International Competitive Bidding process (ICB) of the above 1 (one) project. The Pre-Qualified Applicants shall bring its own financing support In the B to B scheme of Export Credit (Supplier Credit or Buyer Credit) to finance a minimum of 85% of total project costs. The remaining financing requirements will be supplied by PLN.
3. The scope of works shall be on a turnkey basis, include but not limited to site investigation and site development, engineering, procurement of goods, construction, testing and commissioning, substation, related civil works and marine works, including the warranty, The Commercial Operation Date (COO) and handover for the first Unit of the project shall be 30 months from the date of contract signing, the next Unit shall be completed within 3 months for the following first Unit.
4. Pre-Qualification criteria will be based on the Applicants satisfactory demonstration of:
e. Successful as Contractor/Subcontractor for engineering, procurement, construction, commissioning and commercial operation for at least 1 (one) year of Thermal Power Plant with project size of 25 MW per unit or larger.
f. Financial capability as evidenced by audited balance sheet and profit/loss statement for the last 2 (two) years. The Applicants financial capability should be sound and satisfactory and shall be evaluated in term of net profit and total assets.
5. The qualified Applicants who passed the previous pre-qualification process, and confirm not to modify their Consortium member and have the interest to participate the Re-Bidding, are not necessary to be pre-qualified. However the Consortium should register and submit their Interest in this project not later than Wednesday, July 11, 2007, in writing to participate for the re-bidding, addressed to the following address:

6. Applicant may register and collect the Pre-qualification document from Wednesday, June 20, 2007 until Wednesday, July 11, 2007, after payment of a non refundable fee in the amount of Rp. 3.000.000,- (three million Rupiahs) at above mentioned address.
7. Applications in one (1) original and one (1) copy shall be delivered by hand tot later than Monday, July 16, 2007 at 10:00 am WIST, to:
