PLN : PQ invitation for Riau 2 x 100 MW coal-fired power plant

PRE-QUALIFICATION INVITATION
FOR PLTU RIAU 2 X 100 MW
As part of 10.000 MW Acceleration Program

1. PT PLN (Persero) called ?PLN? hereby invites for Pre-Qualification for the design, engineering, procurement and construction, including commissioning of Coat Fired Steam Power Plants (CFSPP), using tow rank coat. The project is as follow:

2. PLN intends to Pre-Qualify Applicants as EPC Contractors in the form of Single Company, Joint Venture/Joint Operation or Consortium to undertake the engineering, procurement, construction, testing and commissioning including qualification of main equipment, boiler, steam turbine, generator, instrument & control, and 150 kV substation. The qualified Applicants will be invited for the International Competitive Bidding process (ICB) of the above project. The project will be financed by PLN under his own fund.

3. The scope of works shall be on a turnkey basis, include but not limited to site investigation and site development, civil works, substation and Transmission Lines, engineering, procurement of goods, construction, testing and commissioning, including the warranty. Summarise scope of work will be describe in Pre-Qualification Document.

4. Pre-qualification criteria will be based on the Applicant?s satisfactory demonstrated of:

a. Successful as Contractor/Subcontractor for engineering, procurement, construction, commissioning and commercial operation for at least 2 (two) years of Coal Fired Steam Power Plant with project size of 50 MW per unit or larger.

b. Successful experience of main equipment (i.e. Boiler, steam turbine, generator, instrument & control, and 150 kV substations) shall be proven at least demonstrated by 2 (two) years satisfactory operation by owner.

c. The Leading Member shall be local Contractor (Indonesia Company) in accordance with Regulation of Minister of Industry of the Republic of Indonesia No: 04/M-IND/PER/1/2009 regarding ?Pedoman Penggunaan Produksi Dalam Negeri untuk Pembangunan infrastruktur Ketenagalistrikan?, and shall have the past experience and or ongoing project to manage a major scope of contract at least one (1) coal fired steam power plant projects at least 15 MW and or similar scope and complexity. -

d. Financial capability as evidenced by audited balance sheet and profit/loss statement for the last 3 (three) years. The Applicant?s financial capability should be sound and satisfactory and shall be evaluated in term of net profit and total assets.

5. Applicant may register and collect the Prequalification document from February, 15th 2010 until March 26? 201 0, after payment of a non refundable fee in the amount of Rp 3.000.000,- (three million Rupiah) at:

6. Applications in one (1) original, three (3) copies and one (1) electronic copy shall be delivered by hand not later than 15:00 hours local time on April 1st 2010 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 1 above
