PLN: PQ invitation for S. Sumatra-5 & 7 mine mouth IPP projects

INVITATION FOR THE PRE-QUALIFICATION OF APPLICANTS
FOR THE IMPLEMENTATION OF THE (2 X 150 MW) SOUTH SUMATERA-5 MINE MOUTH AND OR THE (2 X 150 MW) SOUTH SUMATERA-7 MINE MOUTH COAL STEAM FIRED POWER PLANT
INDEPENDENT POWER PRODUCER PROJECT
IN SOUTH SUMATERA REPUBLIC OF INDONESIA

PT PLN (Persero) (?PLN?) intends to select a potential project sponsor (the ?Project Sponsor?) to develop projects as follow:
? the (2 x 150 MW) South Sumatera-5 Mine Mouth Coal Steam Fired Power Plant (the ?Project-5?), in South Sumatera Province, the Republic of Indonesia; and or
? the (2 x 150 MW) South Sumatera-7 Mine Mouth Coal Steam Fired Power Plant (the ?Project-7?), in South Sumatera Province, the Republic of Indonesia.

Each project will be implemented on a BOOT basis pursuant to a long-term Power Purchase Agreement (PPA).

The Project Sponsor will be selected through competitive bidding process from a pool of Applicants that meet the pre-qualification criteria set forth in the Pre-Qualification Document. The selected Project Sponsor will be required to arrange the necessary financing and incorporate the Special Purpose Company, in order to execute the Project Agreements.

PLN seeks to pre-qualify interested parties who have previous local and or international experience in implementing power generation projects, and invites interested parties to submit applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project.

Registration and Collection of Pre-Qualification Document are eligible for Director or a person who has Power of Attorney from the Directors. Registration and Collection of Pre-Qualification Document will be open from May 21, 2010 up to May 27, 2010 (on working day from 08.00 until 16.00 West Indonesia Standard Time). Pre-Qualification Document for each Project (Project-5 or Project-7) can be collected with a payment of non refundable IDR 10 million (by cash) per document at the following address:

Payment for Pre-Qualification Document will be received by Finance Officer on working day (from May 21, 2010 up to May 27, 2010) not later than 15.00 WIST. Pre-Qualification Meeting for Project-5 and Project-7 will be held on May 31, 2010 at 14.00 until 16.00 WIST. Only Applicants who has collect the Pre-Qualification

Document can attend Pre-Qualification Meeting and submit questions related to Pre-Qualification Document. Applicants? absence on the Pre-Qualification Meeting will not abort them from Pre-Qualification Process.
