NOTICE FOR THE PRE-QUALIFICATION OF APPLICANTS
FOR THE IMPLEMENTATION OF
SENIPAH GAS FIRED POWER PLANT PROJECT (2 X 40) MW
INDEPENDENT POWER PRODUCER PROJECT
AT EAST KALIMANTAN, REPUBLIC OF INDONESIA

PT PLN (Persero) (?PLN?), intends to select a potential project sponsor (the ?Project Sponsor?) to develop the 2x40 MW Gas Fired Power Plant (?the Project?) at Senipah, East Kalimantan, the Republic of Indonesia. The selected Project Sponsor will develop, finance, construct and operate the Project on a Build-Own-Operate (BOO) basis pursuant to a long-term Power Purchase Agreement (PPA) up to 30 (thirty) years; and finance and construct the associated 150 kV transmission line, which will be transferred to PLN as a special facility.

Pre-qualification is open to interested parties, either domestic or foreign, who have previous experience in implementing power generation projects and will be selected through a competitive bidding process from a pool of Applicants that meet the pre-qualification criteria set forth in Pre-Qualification Document. The selected Project Sponsor will be required to arrange the necessary financing and incorporate the Project Company, in order to execute the Project Agreement.

PLN invites interested parties to submit applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in the Pre-Qualification Document will be invited to submit bids for the Project. The Pre-Qualification Document is being distributed to parties who sent a request to PLN with payment of IDR 1 (one) million.

Interested Applicants may enroll at July 16 - July 24 2009 during normal business hours at or before 16.00 West Indonesia standard Time to the Chairman of Senipah GFPP Procurement Committee. The pre-qualification document will be available at July 21 - July 24 2009.

Interested applicant should submit to PLN, their applications for the pre-qualification on August 11 2009. All completed applications and any request for additional information and/or questions concerning the Pre-Qualification Document may be submitted in writing to the contacts listed below:
