SUMSEL 9 & 10 MINE MOUTH COAL-FIRED
INDEPENDENT POWER PRODUCER PROJECT
NOTICE OF REQUEST FOR PRE-QUALIFICATION
1. PT PLN (Persero) (?PLN?), a power utility company wholly owned by the Government of the Republic of Indonesia intends to implement the Sumsel 9 & 10 (1800 MW net) mine mouth coal-fired independent power producer project in South Sumatra (the ?Project?) through a competitive selection process to select the-project sponsor (the ?Selection Process?). PLN estimates the Project cost will be in a range similar to previous projects of a similar size and character as the Project. The Project will be implemented under Presidential Regulation No.67 of 2005 on Cooperation of Government with Business Entities in Infrastructure Procurement as amended, most recently by Presidential Regulation No. 56 of 2011.
2. PLN will extend an invitation for pro-qualification to potential investors.
3. Through the pro-qualification process PLN intends to select applicants that are eligible to participate in the Selection Process. PLN seeks to pro-qualify interested parties who have relevant experience in implementing power generation projects of scope and size comparable to the Project and that meet the qualification criteria, based on certain business, technical, financial and legal criteria, that will be described in a pre-qualification document (the ?Pre-Qualification Document?).
4. Interested parties are invited to submit applications in accordance with the Pre-Qualification Document. Only those applicants that demonstrate that they meet all of the criteria set forth in the Pro-Qualification Document will be invited to participate in the Selection Process.
5. The Pro-Qualification Document will be available to those applicants that submit a letter of expression of interest and make payment of a non-refundable IDR 15 million (in cash), which can be collected from 14 November, 2012 up to 23 November, 2012 from 09.00 am until 03.00 pm WIST at the following address:
