PLN: PQ invitation of applicants for the implementation of independent power producer projects

NOTICE FOR THE PRE-QUALIFICATION OF APPLICANTS FOR THE IMPLEMENTATION OF INDEPENDENT POWER PRODUCER PROJECTS

PT PLN (Persero) (?PLN?) intends to select potential project sponsors (the "Project Sponsors?) to develop Independent Power Producer Projects (?The Project?) for each of: (2x100 MW) Kalbar-2 Coal Fired Steam Power Plant (CFSPP) and (450 MW) Peaker Jawa-Bali 4 Combined Cycle/Gas Engine Power Plant (CCPP/GEPP), with a specific condition for Kalbar-2 CFSPP Project where the winning bidder will partnering with PLN's subsidiary company as the Project Sponsors to establish an SPC and execute the PPA.

The selected Project Sponsors for each Project will develop, finance, construct and operate the Project on a Build-Own-Operate-Transfer (BOOT) basis pursuant to a long-term 25-year (twenty five years) for Coal Fired Steam Power Plant and 20-year (twenty years) for Combined Cycle/Gas Engine Power Plant under a Power Purchase Agreement (PPA); and finance and construct its associated transmission line and its associated facilities, which will be transferred to PLN as a special facilities.

This Pre-Qualification is open to interested party or parties, either domestic or foreign partnership with domestic, who have previous experience in implementing power generation projects and will be selected through a competitive bidding process from a pool of Applicants that meet the qualification criteria set forth in Pre-Qualification Document. The Qualification Criteria will be based on certain categories which shall represent the Applicant's ability to develop IPP projects, its power generation experience and its financial strength.

PLN invites interested parties to submit PQ?s applications in accordance with the criteria set forth in the Pre-Qualification Document. Only Applicants which Qualification Statements demonstrate that they meet all of the Qualification Criteria set forth in the Pre-Qualification Document will be invited to submit bid proposal for the Project.

PQ Applicants must demonstrate a current D&B (Dun & Bradstreet) rating of at least 5A2 or an investment grade credit rating by S&P or Moody?s or Fitch for Consortium Leader (single company Applicant will be treated as a Consortium Leader) and each member other than Consortium Leader must demonstrate a current D&B (Dun & Bradstreet) rating of at least 5A3 or an investment grade credit rating by S&P or Moody?s or Fitch.

The selected Project Sponsor shall use products of Boiler/HRSG, Balance of Plant, Transformer, Cable, Cubicle and Steel Structure, manufactured and assembled by an experienced manufacturer company located in Indonesia. Particularly for Balance of Plant (' BOP"), some of the equipment must be manufactured and assembled by the strategic State Owned Enterprises (PT PAL Indonesia (Persero), PT Boma Bisma Indra (Persero), PT Barata Indonesia (Persero), PT Pindad (Persero)).

Pre-Qualification Document may be collected from August 30, 2016 to September 13, 2016 at the following hours: 09.00 am until 02.30 pm West Indonesia Standard Time (late registration/ collection will be rejected) after payment of non-refundable fees in the amount of:
