PLN-PTBA-TNB PQ invitation for Feasibility Study and Engineering Design of Peranap CFPP

Engineering Services for Peranap Coal Fired Power Plant Project (CFPP) 1200 MW Joint Development Between PT PLN (Persero) (PLN), PT Bukit Asam Tbk (PTBA), and Tenaga Nasional Berhad ( TNB )
1. In order to meet electricity demand in Sumatera and to seize opportunities In power purchase across countries between Indonesia-Malaysia, one of the power plants to be developed is in Sumatera Island utilizing abundantly low calorific coal resources in Peranap of Riau Province.
2. The CFPP project is to be developed by a partnership under a Joint Development Agreement between PLN, PTBA and TNB.
3. The Owners intend to undertake the Feasibility Study; Basic/Conceptual Design. Selection and Recommendation of CFPP Unit Sizing; Project Cost Estimation; Project Implementation Scheduling; Financial Analysis; Risk Analysis; Environmental Consideration; Legal and Regulation; Preparation of Bid Documents; And PPA & Commercial Sheets of Ancillary Contacts of the proposed CFPP 1200 MW project.
4. An International team of consultants (firm consultant) will be responsible for PLN-PTBA- TNB , to develop and Implement a comprehensive project management plan to ensure the most efficient, timely, and economical Implementation of the Coal Fired Power Plant (the Project). This plan should take into consideration the engineering technology required, the resources and costs involved for completion of the Project.
5. An international consulting firm will be engaged to manage implementation of the Project. The firm will deliver 129 person-months of consulting services (28 person-months of international consulting and 101 person-months of national consulting).The consultants will provide expertise during the implementation phase, Including making recommendations for scope of services of all components of the Project.
6. PLN-PTBA-TNB now invites eligible firms to submit their Pre-Qualification to provide Feasibility Study and Engineering Design for Peranap Coal Fired Power Plant Project 1200 MW to assist PLN, PTBA and TNB during the Implementation of the Project.
7. The Pro-Qualification should be delivered to the address or email below not later than 15th of April 2013, and be dearly marked ?PRE-QUALIFICATION OF ENGINEERING SERV ICES FOR PERANAP COAL FIRED POWER PLANT PROJECT 1200 MW?

8. This Pro-Qualification should be supported by documents that demonstrate their experience and capacity, such as the following;
? List of similar assignments completed/undertaken in the last ten years, providing details of the client, country, source of funding, size, cost, years of services and description of services,
? At least three references (names and contact information) of clients that can provide objective information on the success of the services they procured,
? Information regarding technical experts/personnel available,
? Structure and organization of the firm, and
? Any other details consultants deem fit to provide to enable the client to appreciate their relevant capability,
? Name, address, telephone fax numbers and email address.
9. The Consulting firms will be selected in accordance with Quality-and-Cost-Based Selections (QCBS) procedures set out in the PLN Director Decree on Procurement of Good and Services No.305.K/DIR/2010 and ifs revision.
10. The firms should engage well qualified national experts when available, and may be associated with other firms to enhance the value and quality of their services. The Association may take the form of a Joint Ventura (with joint and severable liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they should state in their Pre-Qualification the composition and form of the association.
11. All firms will be announced of the Pro-Qualification result. Only firms that have been short-listed will be invited to submit a technical proposal.
