BID INVITATION
FOR RE-BIDDING OF BANGKANAI GAS TURBINE/GAS ENGINE POWER PLANT STAGE I
TOTAL CAPACITY 140 - 160 MW
1. The previous Bid of Bangkanai Gas Turbine/Gas Turbine Power Plant Stage I with total capacity of 140-160 MW has been failed because of not fulfilling regulation. PT PLN (Persero) called "PLN? therefore invites the Prospective Bidders to rebidding process for above mentioned project. The project located in Karendan village Lahai Sub-District, Barito Utara Regency, Central Kalimantan Province.
2. The bid will be conducted through International Competitive Bidding Implementing Two Stages Bidding process With Post-qualification, which requires the bidders to propose a technical and administration offer in the Stage I and price proposal in the Stage 2.
3. The Prospective Bidders shall be the Manufacturer of Gas Turbine Gas Engine which have already had international reputable as a single company, or in the form of Consortium between Manufacturer and EPC Contractor to undertake the engineering. procurement, construction. commissioning. The proposed project will be financed by PLN under his own fund.
4. The scope of works shall be on a fixed lumpsum price basis, include but not limited to site investigation and site development, engineering, procurement of goods, construction, testing and commissioning, substation, related civil works, including the warranty. The Commercial Operation Date (COD) and handover for the Units shall be 15 months from the date of contract effective date.
5. The Prospective Bidders criteria will be based on the satisfactory demonstration of:
a. For Gas Turbine, have constructed a Gas Turbine Power Plant/Combined Cycle Power Plant/Coal fired Steam Power Plant/Geothermal Power Plant, with a minimum capacity class of 20 MW. For Gas Engine, have constructed a Gas Engine Power Plant/Diesel Engine Power Plant/Combined Cycle Power Plant/Coal fired Steam Power Plant/Geothermal Power Plant, with a minimum capacity class of 9 MW.
b. Financial capability as evidenced by audited balance Sheet and profit/loss statement for the last 3 (three) years. The Applicant?s financial capability should be sound and satisfactory and shall be evaluated in term of turn over, cash flow and net profit.
c. Financial support statement letter from a reputable government/private bank to carry out the project at least to the value of one hundred and thirty billion Rupiah (Rp. 130,000,000.000,00).
6. Plants proposed shall consist of a minimum of two (2) units with minimum class capacity per unit shall be 20 MW for Gas Turbine Power Plant (GTPP) or 9 MW for Gas Engine Power Plant. Total capacity is 140 ? 160 MW (gross at site condition). Manufacturer of Gas Turbine Plant or Gas Engine Power Plant shall have produced at the least three (3) units of equipment/component with a minimum capacity as is proposed or provisioned and shall have been in successful commercial operation for a minimum, of ten thousands (10,000) operational hours. Manufacturer shall be an Original Equipment Manufacturer (OEM). Under license manufacturer is not acceptable.
7. The qualified Bidders who passed the Stage I evaluation process, will be invited to submit the Price Proposal in the Stage 2. Prospective Bidders may register and collect the bid document start from Tuesday, October 30, 2012, after payment of a non refundable cost in the amount of Rp 15.000.000.-(fifteen million Rupiahs) at the address below:
