INVITATION FOR BID (RE-BIDDING)
FOR GRATI COMBINED CYCLE POWER PLANT (PEAKER)
EXTENSION PROJECT 450 MW
1. PT PLN (Persero) invites sealed bids for an International Competitive Bidding that implementing a two stages bidding process for a project:
Title : GRATI COMBINED CYCLE POWER PLANT (PEAKER) EXTENSION PROJECT 450 MW
Gross Output (MW) : 450 MW ? 20%
Engine : Gas Turbine Aeroderivative or Heavy Duty and Steam Turbine
The project is located in Pasuruan, approximately 75 km from Surabaya, East Java, Indonesia.
2. The Bidder shall be a company, a party of parties to form a Joint Venture/Joint Operation/Consortium, whereas foreign firm form a Joint Venture/Joint Operation/Consortium with capable Indonesian company to undertake the engineering, procurement, construction, and commissioning including qualification of Main Equipments (i.e. Gas Turbine and Generator, Steam Turbine and Generator, and Heat Recovery Steam Generator (HRSG), Transformer, 500 kV Substation, instrument and control) and Civil Contractor offered have been proven in commercial service in Combined Cycle Power Plant.
3. The, project will be financed by PLN?s own budget (30%) and corporate loan to PLN (70 %). At least 50 % of the loan portion shall be covered under Export Credit Agency and remaining loan portion shall be covered by a financial agency. The bidders shall propose the prospective lender to cover the loan without Government guarantee and non collateral to PLN for further evaluation.
4. The scope of works shall be on a full EPC Fixed Lumpsum basis (except for piling works will be on the basis of unit price), consists of design, manufacture, inspection and testing at manufacture?s facility, packing to export, shipment, insurance, customs clearance, delivery to site, unloading, storing, and handling at site, complete erection, finish painting, on-site testing and commissioning, performance testing, operation and maintenance during testing and commissioning, warranty and inspection prior to final acceptance of a complete plant. 5. The prospective bidder criteria will be based on the satisfactory demonstration of:
a. The bidder or the leader of a JV or Consortium must demonstrate that he has successfully completed at least two (2) EPC Contracts, complying with the following requirements:
- Within the last fifteen (15) years
- EPC Contract shall be for Combined Cycle Power Plant project (GT and ST) for 300 MW or larger per Block having achieved satisfactory records of minimum ten thousand (10,000) actual firing operating hours of successful commercial operation for each Block/ Unit prior to the bid Closing Date outside of his domicile country, proven with a Copy of Contract (agreement letter and scope of works only shall suffice), and a statement letter of satisfactory operation from the Goods/ Service User
6. The type of Gas Turbine proposed shall be Heavy-Duty or Aeroderivative type of advanced design suitable for natural gas or CNG and shall have enough operating experiences and shall be the same model at least two (2) units of the Gas Turbine, which have been put in commercial operation successfully for a minimum twenty four thousand (24.000) actual firing operating hours (each gas turbine) prior to the Bid Closing Date outside manufacturer?s home country, proven with a statement letter of satisfactory operation from the Goods/ Service User.
7. The Plant having capacity 450 MW at site condition, ? 20% with One Block shall contain three (3) Gas Turbine Generators, three (3) Heat Recovery Steam Generators and one (1) Steam Turbine Generator or Two (2) Gas Turbine Generators, two (2) Heat Recovery Steam Generators and one (1) Steam Turbine Generator.
8. Financial capability as evidenced by audited balance sheet and profit/loss statement for the last 3 (three) years. The bidder?s financial capability should be sound and satisfactory and shall be evaluated in term of an average annual turnover, net profit and total assets.
9. Bidders may register and collect the bid document from August 20th - October 20th, 2014, after payment of a non refundable fee in the amount of Rp 15.000.000,- (fifteen million Rupiah) at the address below:

10. The Proposal shall be submitted in one (1) original, two (2) copies and one (1) electronic copy by hand not later than 14:00 PM local time on October 21st, 2014 to the above address in the sealed envelopes with clearly marked as mentioned as Project of point 1 above.
