RE PREQUALIFICATION INVITATION
FOR JATIGEDE HYDRO ELECTRIC POWER PLANT PROJECT
2 X 55 MW
1. The bid of prequalification Jatigede Hydro Electric Power Project 2 x 55 MW has been failed due to regulation. PT PLN (Persero) called ?PLN? hereby to conduct re prequalify and invites the applicants as EPC Contractors En the form of single company, joint venture/joint operation or consortium to undertake the engineering, procurement construction, testing and commissioning including qualification of main equipment (i/e turbine and generator) for Jatigede Hydro Electric Power Project The project will be located in Jatigede sub distric, Sumedang Regency, West Java Province is as follow:

2. The qualified applicants will be invited for International Competitive Bidding (ICB) of the above project.
3. The proposed project will be financed by PLN under Export Credit Agency. The prospective applicants are required to submit the commitment letter from potential lender which declare that minimum loan portion finance for Jatigede HEPP is 85 % of the Contract Price (excluding VAT) in the scheme of Buyers credit without Government Guarantee. Loan portion shall be consist of Export Credit Agency portion with minimum amount 50 % of loan portion.

The Prospective Applicants shall be main contractor, design and manufacture which have already had international reputable located outside of Bidder registered home country or in Indonesia, in the form of Single Company. Joint Venture/Joint Operation or Consortium to undertake the engineering, procurement, construction, commissioning:
5. Summarise scope of work will be defined in Re-Prequalification Document. The Commercial Operation Date (COD) and handover for the Units shall be 46 months for unit 1, and 48 months for unit 2 from the date of contract effective date.
6. Re-Prequalification criteria will be based on the Applicant?s satisfactory demonstrated of:
a) Successful as main contractor or as a member of JV/JO/Consortium for engineering, procurement, construction, commissioning and commercial operation of Hydro Electric Power Plant with project size of 30 MW per unit or larger, located outside of Applicant registered home country or in Indonesia, duly completed and successfully operation minimum 2 (two) years.
b) Successful experience in design and manufacture of main equipment (i.e turbine and generator) shall be proven at least demonstrated by 2 (two) years satisfactory operation by owner with minimum capacity 50 MW.
c) Financial capability as evidenced by audited balance sheet and profit/loss statement for the last 5 (five) years. The Applicant?s financial capability should be sound and satisfactory and shall be evaluated in term of net profit and total assets.
d) The Supporting Letter from potential lender to finance the project.

Applicant may register and collect the Re-Prequalification document from February 1st, 2013 after payment of a non refundable fee in the amount of Rp 5.000.000,- (Five Million Rupiahs) at:

Applications in one (1) original, two (2) copies and one (1) electronic copy (PDF file) shall be delivered by hand not later than March 4th, 2013, within office hour to the above address in the sealed envelopes with clearly marked as mentioned as invitation for Pro Qualification Jatigede Hydro Electric Power Project 2x55 MW.
Applicants will be advised, in due course, of the results of evaluation on their applications. Only prequalified Applicants will be invited to bid. It is expected that the Invitation to Bid will be made in April 2013.
