PLN re-tender for Tanjung Jati B coal supply

PT. PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B
INVITATION TO RE-PRE QUALIFICATION
for
SUPPLY OF THE OPERATION COAL

PLN, represented by its internal strategic business unit PT PLN (PERSERO) PEMBANGKITAN TANJUNG JATI B, intends to select coal suppliers for the coals used for operation of Tanjung Jati B Coal-Fired Steam Power Plant Unit 1&2, located in Central Java, the Republic of Indonesia (?TJB 1&2"), and, therefore, invites coal suppliers, who are coal mining companies, registered under the law of the Republic of Indonesia in possession of the necessary coal mining contract arrangement with or a coal mining business license ("the Applicant"), to participate in the Re-Pre-Qualification tot the supply of one million and five hundred thousand Tons per annum (1.500,000 Ton) Medium Calorific. Value bituminous coal (?MCV Coal?), for the purpose of operation at Tanjung Jati B Coal Fred Steam Power Plant Unit 1&2 located in Jepara, Central Java.

The coal supplier will be selected through a competitive bidding process from a pool of Applicants that meet the prequalification criteria set forth in the Re-Pre Qualification Document.

The selected coal suppliers will be required to supply the MCV Coal Operation minimum of thirty percent (30%) of the total coal required which are 450,000 metric tons with an approximate calorific value, on a Gross as Received basis ("CV gar?). with standard value between 5,700 -5,900 kcal/kg, and rejection limit of 5,400 kcal/kg, for delivery over a minimum period of five (6) years, commencing from January 2015, as the tentative delivery schedule, delivered to TJB 1&2 on FOB basis.

The coal to be supplied for TJB 1&2 should be proven coal with certain supply records to the existing customers. Detailed requirement and specification will be specified In the Re-Pre Qualification Document.

Potential Bidders shalt satisfy the following minimum basic criteria (the ?Basic Criteria?);
a. The Bidder must be a coal mining company registered under the law of the Republic of Indonesia in possession of the necessary coal mining contract arrangement with or a coal mining business license issued by the relevant Government Authorities for the mining area, in the form of a Coal Contract of Work (PKP2B Perjanjian Kerjasama Pengusahaan Pertambangan Batubara) or Mining Authorization For Exploitation, including the authority to engage in processing, refining, transportation and marketing (KP Kuasa Pertambangan Eksploitasi, termasuk kewenangan untuk melakukan pengolahan, pemurnian, pengangkutan dan penjualan) or a Mining Business License for Production (IUP = Izin Usaha Pertambangan Operasi Produksi), and all the required permits and licenses for the operation of a coal mining company, as well as an AMDAL approved by the relevant Government Authority as provided in Law No. 4 of 2009 regarding Mineral and Coal Mining (?Law No. 4/2009?) and Law No. 23 of 2010 regarding Mineral and Coat Mining Business Activity (?Coal Mining Company?).
b. The Bidder shell be able to submit proof in the form of records of actual shipments with a minimum production of 450,000 tons per annum, of coat with a qualify (i) similar to Bidder Proposed Coal, and (ii) of a quality within all of the reject limits and (iii) with the other characteristics as defined and specified in detail in the PLN TJB?s Re-Pre-Qualification Document. The bidder must also have a minimum loading rate 15,000 Ton per day.

The Bidder?s Proposed Coal should be a Proven Coal which shall not be supplied from a non-producing (future) mine(s), and if so proposed, will be disqualified, at PLN?s sole discretion.
