PLN repeats PQ tender for Jambi peaker gas-fired power plant

NOTICE OF REQUEST FOR RE-PRE-QUALIFICATION
FOR THE IMPLEMENTATION OF
(100 MW) JAMBI PEAKER GAS FIRED POWER PLANT
INDEPENDENT POWER PRODUCER PROJECT
With regard to the Procurement of Power Supply Purchase from (100 MW) Jambi Peaker Gas Fired Power Plant in Jambi Province (?Project Procurement?), PT PLN (Persero) (?PLN?) would like to conduct Re-Pre-qualification (?Re-PQ?), in order to obtain potential project sponsors, as part of the the Project Procurement.
This Re-PQ process is open to:
1. the Consortiums who previously had participated in and passed the Pre-Qualification Process (?Previous Applicant?); and
2. new interested parties, including foreign company and/or foreign investment company which form consortium with domestic company (?New Applicant?).
The PQ criteria will be based mainly on the three categories which represent the ability to develop IPP projects, its power generation experience and its financial strength, and other relevant criteria based on the Re-Pro-Qualification Document (?Re-PQ Document?). Moreover, current credit rating from, (1) Dun & Bradstreet (D&B) with rating of minimum 5A2 or investment grade credit rating from S&P or Moody?s or Fitch for lead member; and (2) Dun & Bradstreet (D&B) with rating of minimum 5A3 or investment grade credit rating from S&P or Moody?s or Fitch for the other members, shall also be fulfilled under the Re-PQ Document.
After pass the Re-PQ process, the New Applicants and Previous Applicant will enter into a competitive bidding process to be selected as the sponsor of the Project (?Selected Project Sponsor?). The Selected Project Sponsor shall obtain the land for the project; and develop, finance, construct and operate the Project on a Build-Own-Operate-Transfer (BOOT) basis pursuant to a long-term Rower Purchase Agreement (PPA) up to 20 (twenty) years; and also finance and construct the associated Transmission Line and High Voltage Sub Station, which will be transferred to PLN as special facilities.
Any party who is Interested in participating the procurement processes is required to register by submitting a letter of Expression of Interest and collecting the Re-pro-qualification Document on the date, time and venue stated hereunder. The late registration shall not be possible.
Re-pro-qualification Document must be collected from 19th October 2015 to 30th October 2015 at the following hours: 09.00-14.30 West Indonesia Standard Time after payment of a non-refundable fees in the amount of Rp 5.000.000,- (five million rupiahs) at the following

The application for the Re-Pro-qualification is scheduled lobe submitted during normal business hours at or before 15.00 West Indonesia Standard Time on or before 10th November 2015.
Note:
- Companies who have registered and purchased the previous Pre-qualificalion Document may collect the Re-pre-qualification Document for free of charge, by showing the previous billing payment, on the same day and time as mentioned above.
- Previous Applicant are not required to submit Re-PD application for this Re-PD process, however need to submit:
1. During Re-PQ Document collection period, an Interest Letter to join the Re-PD process which is signed by its Authorised Representative and shall consist of the statement that the Consortium?s (i) Leader, (ii) members composition, and (iii) shares composition are remain unchanged, otherwise such consortium will be treated as New Applicant,
2. On or before Re-PQ application submission schedule, other letters or forms that may be required under the Re-PQ Document.
