PLN repeats tender for Aceh coal-fired power plant project

NOTICE OF PRE-QUALIFICATION
FOR RE-TENDER OF POWER SUPPLY PURCHASE FROM
(2X200 MW) MEULABOH/NAGAN RAYA COAL FIRED
STEAM POWER PLANT
INDEPENDENT POWER PRODUCER PROJECT
With regard to the Procurement of Power Supply Purchase from (2x200 MW) Meulaboh/Nagan Raya Coal Fired Steam Power Plant in Nanggroe Aceh Darussalam Province (?Project Procuremenfl, PT PLN (Persero) (?PLN?) would like to conduct Prequalification (?PQ?) process, in order to obtain potential project sponsors, as part of the re-tendering process of the Project Procurement.
PLN open opportunity to apply for PQ processes, for:
1. the Consortiums who have passed prequalification in the previous Project Procurement (?Prequalified Consortium?) and not submitted withdrawal letter or email during the RFP stage of the previous Project Procurement; and
2. new interested parties, including foreign company and/or foreign investment company which form consortium with domestic company (?New Applicant?).
The PQ criteria will be based mainly on the three categories which represent the ability to develop IPP projects, its power generation experience and its financial strength, and other relevant criteria based on the Pre-Qualification Document (?PQ Document?). Moreover, current credit rating from, (1) Dun & Bradstreet (D&B) with rating of minimum 5A2 or investment grade credit rating from S&P or Moodys or Fitch for lead member; and (2) Dun & Bradstreet (D&B) with rating of minimum 5A3 or investment grade credit rating from S&P or Moody?s or Fitch for the other members, shall also be fulfilled under the PQ Document.
Once passing the PQ process, the New Applicants and Prequalified Consortium will enter into a competitive bidding process to be selected as the sponsor of the Project (?Selected Project Sponsor?). The Selected Project Sponsor shall obtain the land for the project; and develop, finance, constnict and operate the Project on a Build-Own-Operate-Transfer (BOOT) basis pursuant to a long-term Power Purchase Agreement (PPA) up to 25 (twenty five) years; and also finance and construct the associated Transmission Line and Extra High Voltage Sub Station, which will be transferred to PLN as special facilities.
PLN invites interested Prequalifled Consortium and New Applicants to submit PQ?s applications in accordance with the criteria set forth in the PQ Document. PQ Document may be collected from 25 September - 2 October 2015 on the following business hours: 09.00 - 14.30 West Indonesia Standard Time, after payment of a non refundable fee in the amount of Rp 10.000.000,- (ten million rupiahs) at the following address:

Application for the pre-qualification is scheduled to be submitted on or before 5 November 2015.
Note:
Prequalified Consortium can obtain the PQ document for free and is not required to submit PQ application for this PQ procees, nevertheless Prequalified Consortium is required to submit
1. During PQ Document collection period, an Interest Letter to join the P0 process which is signed by its Authorised Representative and shall consist of the statement that the Consortium?s (I) Leader, (ii) members composition, and (iii) shares composition are remain unchanged, otherwise such consortium will be treated as New Applicant,.
2. On or before P0 application submission schedule, other letters or forms that may be required under the P0 Document,
